This chapter addresses two questions that can be raised concerning scientific knowledge creation, transfer, and use, as well as the interdependence of knowledge reservoirs: How can a program create the appropriate conditions to ensure efficient knowledge use? And, what conditions might prevent success? These questions occur due to the false assumption that success requires nothing more than assembling adequate scientific and engineering talent, and having the required equipment. Given the fragility and unpredictability of bio-agents, and the challenges of tacit knowledge creation and institutionalization, the environment must be engineered in an appropriate organizational context. The remainder of the chapter explores the managerial requirements of knowledge creation and institutionalization.

Keywords:   scientific knowledge, knowledge creation, bio-agents, institutionalization, organizational context, managerial requirements
