This chapter examines Israel's withdrawal from Lebanon in 2000, eighteen years after the invasion. The withdrawal was carried out unilaterally on May 23, in a hasty and disorderly fashion, under Hezbollah fire. Hezbollah claimed credit for having driven Israel out of Lebanon, an assessment shared by many in Israel. This chapter first considers the strategic setting in which Israel's specific national security decision-making process (DMP) took place. It then discusses the five DMP pathologies, with particular emphasis on the impact of partisan politics and coalition maintenance as well as public opinion on the process. It also explores the withdrawal in relation to the Israeli government's semi-organized anarchy, along with the role of the Israel Defense Forces (IDF) and the defense establishment in the DMP of the withdrawal.
