Any configuration of boundaries is relevant for the level and type of confinement of actors and resources within the new system. Chapters Five and Six analyse the implications of the EU boundary redrawing for the different types of actors and resources active in the territorial, corporate and political-electoral channels of representation. The chapters also discuss the consequences for established national political structures and the prospects for the development of new, European-wide political structures. In the territorial channel, the European integration is likely to foster processes of sub-state territorial differentiation, generate accrued sub-state territorial competition and a renewed awareness of it, and contribute towards a rebirth of (sub-state) territorially-based politics in Europe. In the corporate channel, it is suggested that the existing interest groups experience declining interest compatibility or declining solidarity ties. This is likely to generate further pluralization and fragmentation, declining cohesion of national groups, and a destructuring of national patterns of interest intermediation associated with a predominant lobbyist incorporation into the European techno-bureaucratic decision-making processes.Less

The chapter discusses the increasing role of sub-national territories as new, distinctive and relatively autonomous “bounded spaces” in certain areas of social protection, notably health care, active labour market policies, social services and assistance. This new development is illustrated by reference not only to within-state trends of social protection regionalization, but also to novel forms of transnational regional groupings. The Italian case is presented in detail as an emblematic example of the shift from welfare state to welfare regions.Less

This book explores how regional political parties use Europe to advance their territorial projects in times of rapid state restructuring. It examines the ways in which decentralisation and supranational integration have encouraged regional parties to pursue their strategies across multiple territorial levels. The book constitutes the first attempt to unravel the complexities of how nationalist and statewide parties manoeuvre around the twin issues of European integration and decentralisation, and exploit the shifting linkages within multi-level political systems. In a detailed comparative examination of three cases—Scotland, Bavaria and Sardinia—over a thirty-year period, it explores how integration has altered the nature of territorial party competition and identifies the limits of Europe for territorial projects. In addressing these issues, this work moves beyond present scholarship on multi-level governance to explain the diversity of regional responses to Europe. It provides insights and empirical research on the conduct of territorial party politics, and a model of territorial mobilisation in Europe.Less

This chapter approaches China’s sequence of transformations in the ‘short’ twentieth century between the collapse of empire 1911 and World Trade Organization entry in 2001 against the background of discussing the nature of the Imperial from which this arduous and violent process started out. During that period, immense political efforts were directed at tackling the perceived legacy of social and cultural impediments to economic modernization and building national strength, though with radically different means, such as switching from Maoism to reform policies in 1978. The chapter analyses core features of change such as the role of the rural sector, the weak penetration of society by formal bureaucratic institutions of the state, and the interaction between institutional change and transformation of social structure. After detailing major aspects of recent economic reforms, the key conclusion is that throughout the twentieth century until present times, economic transformation remains inextricably intertwined with the secular process of modern state building.Less
