This chapter analyses British telecommunications policy. Throughout the 20th century, British telecommunications has remained substantially behind the United States in measures such as productivity and telephones per capita. Britain also didn't adopt advanced electronic switching technology until nearly two decades after the United States. It lagged behind other nations as well, such as Sweden and Japan. Nor did telecommunications manufacturing firms in Britain keep pace with global leaders. In attempting to redress these failures, however, British policy makers made two mistakes: they ignored powerful international tendencies embodied in ‘best practice’ nations such as the United States; and also responded to backwardness by adhering too closely to policies devised for other places and other times.Less

The 1980s offers an excellent opportunity to study the impact of national institutions on telecommunications policy making. This chapter shows that policy differences between the two countries continued in the network operation subsector, and indeed became more marked after 1984. It argues that the dissimilarities found were influenced by the institutional contrasts between the two countries, and shows how specific institutional features impacted policy making in each country, resulting in differing national policy patterns. Moreover, it demonstrates how institutional reforms in Britain in 1984 led to a significant break with the previous features of policy making.Less

This chapter provides an overview on how policy analysis is done in Constitutional Autonomous Agencies (CAAs) in Mexico, with a particular focus on two of them: the Instituto Nacional de Evaluacion para la Educacion (INEE, or National Institute of Evaluation for Education); and the Instituto Federal de Telecomunicaciones (IFT, or Federal Telecommunications Institute). The CAAs represent a new kind of public agency for the Mexican politico-administrative system. From an international perspective, CAAs are similar to non-majoritarian institutions existing in other jurisdictions: they are formally independent; their heads are neither elected nor hierarchically accountable to the executive power; and their internal life is not tied to political cycles. The chapter describes the legal background and organizational features of both INEE and IFT; analyses how these institutions gather information, assess policy options, and make decisions; and underlines the main challenges that both institutions are currently facing for developing their policy analytical capacities and performing their broader policy tasks.Less
