The key premise of this book is that developing an understanding of global strategic management requires analytic tools different from those of purely domestic strategies. As global integration between companies and countries continues to march forward, managers and strategy researchers will have to find new ways to deal with globalization. The various topics examined in this book are intended to provide guidance as to how to deal with the realities of globalization and strategic management. The book goes beyond the boundaries of received wisdom to examine some of the practical realities that have yet to receive theoretical scrutiny. The book blends theoretical insights that form the mainstay for strategy students with the practical relevance that international managers should find valuable. This effort jumped ahead at warp speed following the horrendous World Trade Center and Pentagon attacks of September, 2001, followed by the postal anthrax scares a few weeks later that killed five people. By the end of 2008, the US will have spent nearly fifty billion dollars upgrading almost every conceivable aspect of our ability to respond defensively to a bioterrorism attack. How likely is it that America will experience a future bioterrorist attack that could bring this country to its knees? What would it take to mount such an attack? Who could do it, and what weapons would they use? How would bioterrorism compare with the damage America would suffer from other forms of terrorism, or from a natural biocatastrophe like avian influenza? No nation has infinite resources, and we must accept that we may never be able to make ourselves completely safe from every threat we face. We will have to make rational assessments of those threats we can identify, and apportion our resources as intelligently as we can to deal with them. If the defining goal of modern-day business can be isolated to just one item, it would be the search for competitive advantage. Competition is more intense than ever—technological innovation, consumer expectations, and government deregulation all combine to create more opportunities for new competitors to change the basic rules of the game. At the same time, most of the old reliable sources of competitive advantage are drying up: the strategies employed by GM, IBM, and AT&T to maintain their positions of dominance in the 1960s and 70s are now obsolete. The authors of this book argue that the last remaining source of truly sustainable competitive advantage lies in “organizational capabilities”: the unique ways each organization structures its work and motivates its people to achieve clearly articulated strategic objectives. The book argues that managers must understand the concepts and learn the skills involved in designing their organization to exploit their inherent strengths. All the reengineering, restructuring, and downsizing in the world will merely destabilize a company if the change doesn't address the fundamental patterns of performance—and if the change doesn't recognize the unique core competencies of that company. First, in an imperfect competitive environment with ‘strategic outsourcing’ by firms, ROOs can fullfill the function of a commitment device to be more or less aggressive in the process of international fragmentation. Second, in a context when firm-suppliers relationships are characterized by some degree of contract incompleteness, ROOs may have important implications for the incomplete contractual problems existing between downward foreign firms and potential suppliers, especially by the way they influence the outside options of the concerned parties. ROOs in such a case can be effective even without been observed as binding in equilibrium. Normative and policy implications are derived.Less

This chapter focuses on congressional efforts to curtail the president's foreign policy over terrorism and the Middle East, almost all of which has been unilaterally instituted. With a series of case studies and new experimental survey data, it is shown that congressional opposition to the president systematically influences the willingness of average citizens to support the president's military campaigns abroad and, moreover, that such opposition has occasionally induced the president to back off from his preferred policies. So doing, it demonstrates that congressional checks on presidential war powers, though certainly diminished, remain a core feature of unilateral politics.Less

The book argues that knowledge governance is a distinct issue in management and organization because knowledge processes differ on several dimensions from routine and more traditional processes. The relationship between governance issues and knowledge processes is under-researched, theoretically as well as empirically. Thematically, knowledge governance cuts across fields such as general management, human resource management, the management of intellectual capital, innovation theory, strategic management, technology strategy, and international business. Not surprisingly, existing ideas are developed from the perspectives of different fields and from different underlying disciplinary foundations; however, it often remains unclear how these ideas relate together and how they differ in terms of unit of analysis, mode of analysis, underlying logic and assumptions, etc. This book aims to bridge this gap.Less

This chapter argues that behind the enactment of strategic applications of ICT there are mundane modes of operation, such as bricolage, improvisation, or hacking. The bubbling up of new ideas from the bottom of the organization can lead to acts of incremental or radical innovation, whereby the existing organizational reality, the environment, and ICT applications are seen anew by the members of the organization. In the latter case, strategic information systems (SISs) are intimately associated with business renewal. SIS applications are those that are developed close to and serve the grass roots of the organization, where its core competencies and skills are daily deployed and perfected thanks to the myriad invisible acts of bricolage and hacking. Managers and specialists need to appreciate local fluctuations in systems practices as the repository of unique innovations, and commit adequate resources and attention to their cultivation, even if, or especially when, they fly in the face of more established, structured approaches.Less
