The conventional view of international society has it that it is interested only in co-existence and order amongst states. This creates a puzzle. When the historical record is examined, we discover that international society has repeatedly signed up to normative principles that go well beyond this purpose. When it has done so, it has built new normative constraints into international legitimacy, and this is most conspicuously so when it has espoused broadly humanitarian principles. This suggests that the norms adopted by international society might have been encouraged from the distinct constituency of world society. The book traces a series of historical case studies which issued in international affirmation of such principles: slave-trade abolition in 1815; the public conscience in 1899; social justice (but not racial equality) in 1919; human rights in 1945; and democracy as the only acceptable form of state in 1990. In each case, evidence is presented of world-society actors (transnational movements, advocacy networks, and INGOs) making the political running for a new principle, often in alliance with a leading state. At the same time, world society has mounted a normative case, and this can be seen as a degree of normative integration between international and world society. Collectively, the book contributes to the growing IR literature on the role of norms, and especially that written from a broadly English School or constructivist perspective.Less

This book is among the first to address the issues raised by the International Criminal Court from an International Relations perspective. By clearly outlining a theoretical framework to interpret these issues, it makes a significant contribution to the English School's study of international society. More specifically, it offers a concise definition of ‘world society’ and thus helps to resolve a longstanding problem in international theory. This groundbreaking conceptual work is supported by an indepth empirical analysis of American opposition to the ICC. The book goes beyond the familiar arguments related to national interests and argues that the Court has exposed the extent to which American notions of accountability are tied to the nation‐state. Where other democracies are willing to renegotiate their social contract because they see themselves as part of world society, the US protects its particular contract with ‘the American people’ because it offers a means of distinguishing that nation and its democracy from the rest of the world. In opposing the ICC, therefore, the US seeks to defend a society of states because this kind of society can accommodate American exceptionalism and advance particular US interests. This ‘sovereigntist’, or more accurately ‘Americanist’, influence is further illustrated in chapters on the customary international law, universal jurisdiction, transatlantic relations and US policy on international humanitarian law in the war on terror. The book concludes by evoking E.H. Carr's criticism of those great powers who claim that a harmony exists between their particular interests and those of wider society. It also recalls his argument that great powers sometimes need to compromise and in this context it argues that support for the ICC is a more effective means of fulfilling America's purpose and a less costly sacrifice for the US to make than that demanded by the ‘Americanist’ policy of nation‐building.Less

This book tells the story of how the 16th-century religious conquerors of America attempted to change the belief systems of the Native Americans. To what degree did they succeed or fail? And why? The European protagonists and frontline representatives of the new religion in the spiritual struggles were the Jesuits (members of the Society of Jesus) who, although latecomers to America, soon became the most vocal and visible spokespersons. Invasion and military power are nothing new to minority societies. But how did they handle the waves of spiritual conquerors that came ashore in the 16th century? “Why have you come here?” are the words of a Florida Indian chief to a Jesuit missionary. The reply enlightens and at the same time demonstrates the renaissance certainty of the Europeans. From their first encounters with the Indians of La Florida, through Mexico, New France, the Paraguay Reductions, Andean Peru, to contact with Native Americans in pre-revolutionary Maryland, the Jesuits were ubiquitous in North and South America, with missions, preaching, and public theater, with the goal of changing what the Native American thought about God. The book provides a critical and constructive overview of historic and contemporary themes on the family in Christian social and political thought. The principal historic sources examined include Greco-Roman and biblical texts, patristic and medieval literature, and selected Reformation, Puritan, and 19th century authors. The development of modern liberal thought on marriage and family is subjected to extensive scrutiny by surveying the works of some of its leading founders, proponents, and contemporary critics, including a range of Christian theological responses. The chief weakness of late liberalism is that it promotes a voluntaristic vision of civil society, which portrays human associations solely as the outcome of the corporate will of autonomous individuals. The central constructive argument of the book is that such a vision has effectively eroded an understanding of the family as the most basic and natural form of human association, thereby diminishing contemporary Christian social and political thought. In order to rectify this situation, the philosophical and ideological presuppositions of late liberalism is subjected to critical analysis regarding its understanding of the nature of human associations in general, and the familial association in particular. Building upon this analysis, an alternative set of philosophical, theological, and moral presuppositions are developed, which provide the basis for developing a normative account of the family in opposition to that offered by late liberalism. This alternative account in turn may be used to inform contemporary Christian social and political thought.Less

This study examines the impact of revolutionary states upon international society. These states have always posed major problems for the achievement of world order: revolution is often accompanied by international as well as civil conflict, while revolutionary doctrines have proven to be highly disruptive of the existing structure of international politics. Conversely, the prevailing international order presents fundamental difficulties for some revolutionary states. The belief system on which its revolution was founded and which legitimized the assumption of state power by the revolutionary elite is certain to run counter to the prevailing political doctrines of many other states. David Armstrong asks whether revolutionary states are ‘socialized’ into adopting acceptable patterns of international behaviour, or whether it is the international society that is forced to change when these new states appear. He looks in detail at the French, American, and Russian revolutions and at several post‐1945 revolutionary states. He also examines the relationship between revolutionary states and the principal ordering devices of an international society: international law, diplomacy, and the balance of power. His book is a significant contribution to the ‘English School’ literature, whose central concept is that of an international society. It shows how the interaction between revolutionary states and the established norms, rules, and institutions of international society works to produce change in both the revolutionary state and international society itself. The Golden Age of post‐war capitalism has been eclipsed, and with it seemingly also the possibility of harmonizing equality and welfare with efficiency and jobs. Most analyses believe that the emerging post‐industrial society is overdetermined by massive, convergent forces, such as tertiarization, new technologies, or globalization, all conspiring to make welfare states unsustainable in the future. This book takes a second, more sociological and institutional look at the driving forces of economic transformation. What stands out as a result is that there is post‐industrial diversity rather than convergence. Macroscopic, global trends are undoubtedly powerful, yet their influence is easily rivalled by domestic institutional traditions, by the kind of welfare regime that, some generations ago, was put in place. It is, however, especially the family economy that holds the key as to what kind of post‐industrial model will emerge, and to how evolving trade‐offs will be managed. Twentieth‐century economic analysis depended on a set of sociological assumptions that now are invalid. Hence, to grasp better what drives today's economy, it is necessary to begin with its social foundations. After an Introduction, the book is arranged in three parts: I, Varieties of Welfare Capitalism (four chapters); II, The New Political Economy (two chapters); and III, Welfare Capitalism Recast? This book is an ethnographic study of kinship and the nature and behaviour of ownership amongst the much-studied Sepik River Iatmul people. Until very recently, anthropology has remained a Western analytical project for understanding and conceptualising non-Western societies, and was often geared towards the pragmatics of colonial and post-colonial interest. In the spirit of social science, it has formulated a rigorous method of research and a specialised language of description and analysis. Embedded within this approach are metaphysical assumptions about the nature of human society, culture, history, and so forth. This book provides the vantage point from which to rethink anthropology's central assumption about social relations by focusing on the way in which they are assumed and prefigured in the methodological approach in data gathering and in subsequent theorisation. It presents an ethnographic study of the nature of personhood, name and marriage systems, gender, understandings of kinship, and concomitant issues of ownership amongst the Sepik River Iatmul people, a people well known and of enduring importance to anthropology on either side of the Atlantic and in Australasia.Less

Today there are more Muslims living in diaspora than at any time in history. This situation was not envisioned by Islamic law, which makes no provision for permanent as opposed to transient diasporic communities. Western Muslims are therefore faced with the necessity of developing an Islamic law for Muslim communities living in non-Muslim societies. This book explores the development of new forms of Islamic law and legal reasoning in the U.S. and Great Britain, as well as Muslims encountering Anglo-American common law and its unfamiliar commitments to pluralism and participation, and to gender, family, and identity. The underlying context is the aftermath of 9/11 and 7/7, the two attacks that arguably recast the way the West views Muslims and Islam. Islamic jurisprudence, the book notes, contains a number of references to various “abodes” and a number of interpretations of how Muslims should conduct themselves within those worlds. These include the dar al harb (house of war), dar al kufr (house of unbelievers), and dar al salam (house of peace). How Islamic law interprets these determines the debates that take shape in and around Islamic legality in these spaces. The book's analysis emphasizes the multiplicities of law, and the tensions between secularism and religiosity. The works of Ambrosiaster, a Christian writing in Rome in the late 4th century, were influential on at the time and throughout the Middle Ages. This book starts by addressing the problem of the author's mysterious identity (which scholars have puzzled over for centuries) and places him in a broad historical and intellectual context. Later, it addresses Ambrosiaster's political theology, an idea which has been explored in other late Roman Christian writers but which has never been addressed in his works. The works of Ambrosiaster, a Christian writing in Rome in the late 4th century, were influential on at the time and throughout the Middle Ages. This book starts by addressing the problem of the author's mysterious identity (which scholars have puzzled over for centuries) and places him in a broad historical and intellectual context. Later, it addresses Ambrosiaster's political theology, an idea which has been explored in other late Roman Christian writers but which has never been addressed in his works. Are social movement organizations euro-skeptical, euro-pragmatic or euro-opportunist? Or do they accept the EU as a new level of governance to place pressure on? Do they provide a critical capital, necessary for the political structuring of the EU, or do they disrupt the process of EU integration? These questions are addressed on the basis different sources and methods, with a comparison among different countries as well as an analysis of the historical evolution of the Europeanization of social movements in the last twenty years. The empirical basis includes surveys of activists at international protest events targeting the European Union (for a total of about 5,000 interviews); a discourse analysis of documents and transcripts of debates on European politics and policies conducted during the four European social forums hold between 2002 and 2006 and involving hundreds of social movement organizations and ten thousands of activists from all European countries; about 320 interviews with representatives of civil society organizations in six EU countries (France, Germany, the United Kingdom, the Netherlands, Spain, and Italy); and one non-EU-member state (Switzerland), as well as at EU level; and a systematic claims analysis of the daily press in selected years between 1990 and 2003. The empirical research allows for the observation of different paths of Europeanizations by social movements and civil society organizations. Although many refer to the American South as the “Bible Belt”, the region was not always characterized by a powerful religious culture. In the 17th century and early 18th century, religion was virtually absent from southern culture. The late 18th century and early 19th century, however, witnessed the astonishingly rapid rise of evangelical religion in the Upper South. Within just a few years, evangelicals had spread their beliefs and their fervor, gaining converts and building churches throughout Virginia and North Carolina and into the western regions. This book argues that early evangelicals successfully negotiated the various challenges of the 18th-century landscape by creating churches that functioned as civil as well as religious bodies. As the era experienced substantial rifts in the relationship between church and state, the disestablishment of colonial churches paved the way for new formulations of church-state relations. The evangelical churches were well-positioned to provide guidance in uncertain times, and their multiple functions allowed them to reshape many of the central elements of authority in southern society. They assisted in reformulating the lines between the “religious” and “secular” realms, with significant consequences for both religion and the emerging nation-state.Less

Despite recent progress against racial inequalities, American society continues to produce attitudes and outcomes that reinforce the racial divide. This book offers a fresh perspective on how to combat racial division. The chapters document the historical move from white supremacy to institutional racism, and then look at modern efforts to overcome the racialized nature of our society. They argue that both conservative and progressive approaches have failed, as they continually fall victim to forces of ethnocentrism and group interest. They then explore group interest and possible ways to account for the perspectives of both majority and minority group members. They also look to multiracial congregations, multiracial families, the military, and sports teams—all situations in which group interests have been overcome before. In each context they find the development of a core set of values that binds together different racial groups, along with the flexibility to express racially-based cultural uniqueness that does not conflict with this critical core. The book offers what is at once a balanced approach towards dealing with racial alienation and a bold step forward in the debate about the steps necessary to overcome present-day racism.Less

This chapter locates the discussion in the context of the theoretical literature on international norms, particularly that by Martha Finnemore and Katherine Sikkink. Much of this literature is interested in norm cycles, and the means by which norms come to be disseminated internationally. Building on this work, the chapter argues that the idea of dissemination does not quite capture what in fact have been a series of strategic negotiations between international and world society, often coming during the major peace settlements at the end of wars. Historically, this has often also arisen out of a coalition of interest between powerful state actors, and civil society groups. It is suggested that the framework of negotiation between international and world society allows us to understand this process in a particular way. It also demonstrates how the absorption of norms from world society into international society has complicated the latter's practices of consensus. It opens up major new issues about how consensus is to be developed within world society about changing principles of international legitimacy. These issues are explored in the context of the WTO and G7/8, and illustrated by the Ottawa Convention on Landmines and the formation of the International Criminal Court.Less
