This book explores the emergence of law enforcement and security practices that extend beyond the boundaries of the nation state. Perceptions of public safety and national sovereignty are shifting in the face of domestic, regional, and global insecurity, and with the emergence of transnational policing practices responding to drug trafficking and organised crime. The book examines how security threats are prioritised and the strategies that are put in place to respond to them, based on a detailed empirical case study of police and security sector organisations in the Caribbean. Transnational policing, one of the most significant recent developments in the security field, has brought about a number of changes in the organisation of criminal law enforcement in the Caribbean and other parts of the world. Drawing on interviews with chief police officers, customs, coastguard, immigration, security, military, and government officials, this book examines these changes, providing a unique insight into the work of overseas liaison officers from the UK and the USA, and their collaboration with local police and security agencies. This book assesses the extent to which a restructured transnational security infrastructure has enhanced the safety and wellbeing of the Caribbean islands, and other countries on the shores of the north Atlantic, and asks how we can ensure that policing beyond boundaries is accountable and good enough to make the world a safer place.Less

It places this discussion in the contemporary geological context of the Anthropocene, to illustrate the importance of asking these kinds of ‘bigger picture’ questions. It then develops the framework of the energy security paradox to highlight the broader, overlooked consequences of contemporary energy security politics. It then outlines the methodological starting point through a discussion of what it means to study security as practice and detailing the empirical analysis undertaken. This introductory chapter provides an overview of the idea of the ‘next frontier’ in criminology and in studies of policing and security. The book's understanding of the frontier theme has threefold, overlapping meanings. First, frontier means the edge and realms beyond conventional policing and security thinking and practice. Second, frontier refers to how these forms of policing and security are taken up by scholars in ways beyond or across clear-cut disciplinary boundaries. Third, the frontier has a specific meaning in colonial countries such as Canada and Australia, where state formation involved violence and assimilation targeting Indigenous people. Criminology should be pushed to the edge of its current understandings to theorise and examine the shifting landscapes of policing and security practice. When criminology arrives at the edge and adopts the notion of frontier, it reveals previously hidden or less elaborated insights about policing and security provision.Less

This chapter describes the four high schools, in two states, that are the focus of this study. It discusses the communities in which these schools are located, the student demographics, school characteristics, and the policies and practices each school has implemented to detect and punish misbehaving students. The schools in question are Unionville High, Centerville High, Frontera High, and Fairway Estates High. Though these schools vary in economic status, communities, and student bodies, they all have remarkably similar security and punishment practices. Each school has even partnered with a police officer to facilitate security and participate in school discipline. All four schools govern through crime in a way that is surprisingly consistent, given the distinctions one would expect to see among schools located in different areas.Less
