This chapter discusses quality assurance in problem-based learning (PBL). Topics covered include programme evaluation, measuring quality, judging quality, and improving quality. The development of evaluation instruments is often taken lightly and regarded as ‘just putting some questions together’. The use of a theoretical framework as the basis for evaluation helps to establish the direction in which efforts to improve teaching should be headed. A theoretical framework therefore can stimulate continuous improvement of educational quality.Less

In particular, three overlapping programmes for enhanced governance and control are considered. These three programmatic developments, the rise of New Public Management (NPM), a shift in regulatory style and the rise of quality assurance, establish a demand for a particular style of control in many different fields. The three overlapping programmes presuppose and demand that auditing in its different forms can deliver assurance, add to compliance and stimulate best practice. Furthermore, the three programmes pass costs down to regulatees who develop a self-monitoring capacity.Less

It describes some of the history and thinking that has shaped approaches to quality in industry and in healthcare, starting with an example from the American car industry and focusing on two founding fathers of quality — W. Edwards Deming and Avedis Donabedian. It then goes on to explain some of the ways of measuring screening quality, setting standards, and ensuring standards are met. It uses case histories and practical examples so that the reader can easily apply the lessons in their day to day work.Less

The focus is on countries with experience in the development and management of tools aimed at assessing regulatory quality. It examines three non-EU countries, namely the USA, Canada and Australia. These are countries with a relatively long history of attempts to forge a quality assurance culture in regulation. The chapter then examines Belgium, Denmark, the Netherlands, Sweden and the UK. Australia, Canada, the UK and the USA have a robust network of quality assurance actors and also look at impact assessment beyond the issue of red tape. By contrast, Belgium, Denmark and the Netherlands focus on administrative burdens and are characterised by a simpler system of monitoring.Less

It is argued that a growing private-sector provisioning, particularly in higher education, has led to a compromise with inclusiveness and excellence. The basic rationale behind majority of the policy initiatives is one of establishing a quasi-market for higher education which is to be regulated by a regulatory authority, and facilitated by a grievance redressal mechanism, encouraging participation of foreign education providers, quality assurance mechanism, public–private partnership (PPP) in new ventures, and governance reform in the universities in line with new public management. Methodological quantitative and qualitative examinations in other professions in assessing their competencies are cultural; its complexity derived by differences in recognition of functional and rudimentary competencies, in interaction of scope and practice in regions across the world, and in basic attitudes towards assessment.Less

And, what worthwhile results emerge from it? This book argues that if we want to understand many of the norms, values, and expectations that we, sometimes unknowingly, bring to evaluation, we should explore how evaluation is demanded, formatted, and shaped by the two great principles of social order: “organization” and “society.” With this understanding, we can more conscientiously participate in evaluation processes; better position ourselves to understand many of the mysteries, tensions, and paradoxes in evaluation; and most effectively use evaluation. After exploring the sociology and organization of evaluation in this landmark work, the book concludes by discussing issues that are critical for the future of evaluation—as a discipline and a societal norm.Less

To improve its quality, sperm banks advise potential donors on how best to prepare themselves prior to donating. To mitigate the dangers it poses, sperm banks screen would-be donors as a way to prevent transmission of genetic and infectious disease from donor to recipient. Chapter 5 argues that practices that take place within the sperm bank’s facilities and laboratories can helpfully be analyzed as technologies of assurance (quebao) as sperm banks manage heredity and purity as matters of transmission while also encouraging cultivation practices aimed at procuring a lively stock of sperm for distribution to fertility centers throughout China.Less

In this chapter, various initiatives have been proposed, including a reinforcement of the school-based curriculum policy, a global, comprehensive curriculum reform toward Learning to Learn (LTL), as well as a heightened awareness of the need to enforce multicultural education through the curriculum and teaching. Moreover, policies such as those that lead to quality assurance, standardization, and accountability in education also influence the development of school curriculum in this global age. Central to the governance of the English model of higher education is how the HEIs respond to the state-regulated market. This chapter examines the responses of six institutions to four central policies. The institutions are: University College London; London Metropolitan University; the Universities of Manchester, Southampton, Warwick, and the West of England. The policies are: fee setting, patterns of student recruitment, the research agenda, and evaluating quality control. There is an examination of the changes in the rules governing the regulated market in each policy area and how the six institutions have adjusted to those changes. While responding to the state-regulated market is clearly demanding in terms of time and financial resources, the chapter concludes that it is a process that these institutions have successfully negotiated. Although there is pressure for ‘lighter touch’ regulatory regimes, the conclusion is that the regulatory state, while changing over time, will persist.Less
