This chapter discusses the controversial water privatization policy in Cochabamba, Bolivia, which passed after massive protests, and uses this case as an example to forward the notion that inequitable water management policy is a cause for social unrest and political instability. It then analyses the policy by making use of the policy design for the democratic approach developed by Schneider and Ingram. Delving into the content, design, policy goals, and implementation, the chapter explores the effects as well as the pros and cons of water privatization. It takes note of how La Coordinadora’s social movement was based more on territorial concerns, and how the cancelation of the Aguas del Tunari contract reverted the water system back to the local community. In conclusion, despite the criticism, La Coordinadora succeeded in gaining momentum in voicing out their concerns on issues of water rights.Less

This chapter has a detailed look at literature on private entrepreneurship in the Czech Republic from the origins of the nomenklatura to the quick rise of small and medium-sized private Czech businesses and their entrepreneurship from 1990 to 1994. Even though official estimates confirm their booming development, a huge part of the private activities has not been recorded and has escaped statistics. The share of GDP accounted for by the private sector may have already ranged between 35% and 40% by 1993, far more than the official estimate of 26% to 30%. Even though much of this success is attributed to the government's macro-economic and privatization policy, the chapter argues that the essential element is the spontaneous motivation of members of the population to use their own capacity and resources in their livelihoods.Less

Since agriculture accounts for a significant portion in Albania's total GDP and because of its large farming population, agrarian reform has played no small part in the economic reforms imposed there. Because of this reform, land and other such assets were distributed to farm workers, which furthered the decollectivization of collective farms and the transition to the adoption of private land ownership. As such, the individual family farm became the fundamental farm organization. The effects on Albania of these reforms are found to be different from the effects experienced by other Central and Eastern European countries (CEECs). This is because land in large-scale farming in the other CEECs still accounts for a sizeable share of the total land and land was mostly restituted to its former owners. Improved resource allocation and labour incentives initiated growth in agricultural output after the reform. This chapter identifies the determinants of agricultural privatization policies and land reform, particularly in the case of Albania.Less

The performance record of privatization in China varies from city to city. This chapter uses recent survey data to assess the disparities in regional performance, which is attributed to the different degrees of local government commitment to privatization. The chapter is organized as follows. Section 10.1 presents a brief review of the Chinese government's policy toward privatization in the last twenty years. Section 10.2 shows the regional disparity in firm performance by presenting the econometric results on six cities. Section 10.3 constructs a theoretical model to explain the relationship between government commitment and post-privatization performance. Section 10.4 presents the government reform experience in Shunde, Guangdong province. Section 10.5 concludes with a discussion of the implications of the study. A commentary is also included at the end of the chapter.Less
