It first traces, in the broadest possible outlines, the historical rhythm of centralization and decentralization in the USA and the EU, and then offers a few observations, for each polity, on the phase of the cycle at the start of the twenty‐first century, discussing the rhythms of federalism in the USA, and the EU experience of integration and subsidiarity. The generic arguments that drive the specific debates involved often concern geography‐linked diversity, the advantages and disadvantages that come with governmental scale, the role of autonomous governments as testbeds for innovation, and the alignment of choice and consequence to minimize policy externalities.Less

Ongoing economic policy debates at specific times have affected economic reconstruction in countries coming out of war, from the period following the two World Wars to the post-Cold War experiences. These debates have naturally influenced the way sovereign governments and the international community plan for reconstruction and have been a major determinant of the international assistance and the conditionality imposed by donors. The general policy debate and the particular constraints to policymaking in post-conflict contexts should affect policymaking in the macro- and microeconomic areas; the required institutional arrangements; the policy mix; and in particular, the role of the state and the markets in economic reconstruction. This chapter analyzes the debate, the policy choices, and the policy constraints, and focuses on the need for a minimalist macroeconomic framework. The choice between flexible and fixed exchange rates; monetary and fiscal policies; fiscal federalism; and the real and external sectors are also addressed.Less

This chapter discusses the controversy generated by the United Progressive Alliance (UPA) government's decision to extend reservations for Other Backward Classes (OBCs) in higher education. It looks at two issues that have dominated Indian policy debates with regards to reservations for OBCs. The first issue is about whether caste is an indicator of disadvantage, while the second issue pertains to the conception of backwardness. The chapter shows that many issues still remain unresolved, such as the position of the more affluent segments and the position of minorities.Less

The chapter discusses opportunities and challenges involved in the knowledge–policy interface surrounding child well-being in Latin America, paying particular attention to the role of the media in shaping policy debates in the region and the rise of civil society in demanding greater accountability and transparency over the last two decades. It presents a case study of evidence-informed policy change in the context of an NGO-led initiative aimed at mainstreaming children's rights into macro-policy debates about trade liberalization, good governance, and service delivery in Peru.Less

It argues that the divide is based, to a significant extent, on contrasting attributional tendencies: the less accurate dispositionist approach, which explains outcomes and behavior with reference to people’s dispositions (that is, stable personalities, preferences, and the like), and the more accurate situationist approach, which bases attributions of causation and responsibility on unseen influences within us and around us (that is, cognitive proclivities and structures and external environmental forces). As this chapter summarizes, research on the underlying motives and conceptual metaphors behind conservatism and liberalism help explain the vital connections between those attributional styles and political ideologies.Less

Public policy toward wilderness and wild things implements attitudes — private values. The value we put on animals feels so natural and right and inevitable that it's a shock when we first learn that others feel differently about an animal's death. There is no more dramatic illustration of such differences and their consequences than the public policy debate in the 1870s about the fate of the bison. At one level it was about consequences: impact on Native Americans, impact on the bison as a natural resource, proposed legislation. But the debate drew on, and illustrated, basic attitudes toward wildlife in general and bison in particular. Then as now, attitudes were mixed.Less

This chapter traces the origin and post-war development of the competing logics of thinking within Germany's security culture. It shows the importance of the German past in the struggle for moral and intellectual leadership in security policy debates and illuminates the key issues, arguments and taboos of the out-of-area debate by placing them in historical context. It begins by showing how the German defeat of 1945 left a strong imprint on the security thinking of German elites and outlines how different political and social groups learned different lessons from the debacle, respectively ‘never again war’ and ‘never again alone’.Less

This chapter discusses debates on the generation and flow of knowledge in neighbourhood renewal. It concentrates on the ‘academic’ debates on the use and value of evidence and in particular research-based evidence in policy processes and sets out the policy-centred debate. It also concentrates on the New Deal for Communities (NDC) programmes by first considering the programme as a whole and then considering how knowledge has impacted on the activities of two case study partnerships. It explores the processes by which knowledge is generated within the NDC programme which captures some of the tensions inherent in the efficiency versus participation debate for local government more widely.Less

This introductory chapter discusses the relationship between migration and climate change. The idea that people are being forced to move because of climate change, and that in the future even more people will be forced to do so, has captured imaginations globally. The majority of these representations of lives touched by climate change are expressions of outrage that the actions of a few will affect the lives of so many, that climate change will have consequences so grave that people will be forced to leave their homes. These contributions to the discourse, infused with sentiments of climate justice and undertones of a fear of people on the move, are the facets of the discourse most often visible to wider society. They have also led to impassioned calls for action to be taken at the global level, where these vibrant, raw and often emotional pleas are transformed into the dry, bureaucratic, technocratic world of international policy making. Set against this background, the aim of this book is to examine the distinct policy debate surrounding the climate change and human mobility nexus, in particular the construction of these two related concepts as a distinct phenomenon that requires policy responses.Less
