This is the last of four chapters offering a postempiricist methodology for policy inquiry based on the logic of practical discourse, and explores the dialectics (logical structure) of policy argumentation. Approaches are examined to discursive policy analysis and policy argumentation with an emphasis on the integration of empirical and normative inquiry. The discussion is oriented around a particular line of development in the argumentative turn, namely, a dialectical communications approach based on the informal or good-reasons logic of argumentation. In particular, the productive capacities of the communications model are emphasized, namely, its ability to generate ways of thinking and seeing that open new possibilities for problem-solving and action, or, in the language of Habermas’s critical theory, its ‘communicative power’. The different sections of the chapter look at argumentative discursive policy practices, the communications model of argumentative policy analysis, the search for rational procedures in argumentation, the logic of policy arguments (practical discourse), policy argumentation as practical reason, policy argumentation as communicative interaction (the role of analytical discourses), and critical rationality as undistorted communication.Less

This chapter draws upon the country case studies in order to offer some conclusions on policy practice in social work in the eight countries. The findings underscore differences in the discourse and education with regard to policy practice in the various countries. While policy practice remains a marginal form of social practice, the level of engagement and its form differ across nations. The authors identify diverse routes through which social workers engage in policy practice and seek to identify the reasons for this. They then present a research agenda for studying this type of social work practice.Less

Engaging in social policy formulation processes is a major route through which social workers can realise this goal. This type of social work activity has been termed “policy practice”. The aim of this book is to shed light on policy practice in social work discourse, education and practice in eight liberal democracies. This is the first effort to undertake a cross-national study of social worker engagement in social policy formulation processes. The book offers insights into questions such as: What is the importance attributed to social worker involvement in policy change in the social work discourse and education in different countries? This chapter explores breastfeeding as a practice through a sociological and geographical perspective. More particularly, it closely follows E. Shove's work on social practices to think about the everyday practice of breastfeeding. The aim is to change the type of questions asked about breastfeeding, and to change how the issue is framed, to inspire people to develop alternative policy proposals. It suggests a framework focusing on practices to bring in the wealth of research and perspectives on breastfeeding that focus on the wider emotional, social, and cultural issues that affect breastfeeding in a way that can inform policy practices. The chapter describes what a practice-based approach means and looks like, and how it differs from behaviouralist approaches. It also outlines how breastfeeding relates to its competing practice: feeding babies with infant formula. Threaded through this analysis are ways in which these practices reproduce each other, and their patterns of recruitment and defection. Health inequality outcomes in local systems reflect the design of services, interactions between agents and contextual attributes. This chapter outlines an approach to understanding health inequalities by adopting a whole systems approach that firstly focuses on different types of policy and practice, ways of working and types of interventions adopted in local health systems. Secondly, a range of contextual conditions, such as levels of deprivation, crime rates, demographics and educational attainment are outlined. Together these ‘conditions’ form a longlist of factors potentially influencing progress towards narrowing of health inequalities gaps. The chapter concludes with a discussion about how binary approaches to causation can be complex by reflecting the transition from one type of system to another e.g., the difference between a local authority area narrowing it’s health inequalities gap and one that is not.Less

This chapter explores barriers in workplace organization that working parents need to overcome to increase their agency and capabilities to achieve worklife balance (WLB) in Japan. The analysis of the qualitative data incorporating findings from nationwide surveys shows that the gap existing between WLB policies and people’s practices is caused in large part by gendered working patterns. Gendered expectations have normalized long working hours and work-centered lives for men and coerced women to choose between work and childcare, in response to which many leave their jobs following childbirth and lead lives focused on housework and childcare. Such expectations are reinforced by gendered implementation of WLB policies at work: women were allowed more latitude in using policies for family matters than men do. It is critical that companies be required to make alternate staffing arrangements so that workers availing themselves of WLB policies would not be a burden to others.Less

This book discusses the relevance of biographical methods and the contextualised understanding of human agency as keys in professional interventions. Its interest lies in the effectiveness of biographical methods in investigating and generating new forms of social practice and in gaining fresh insights into institutional processes. The contributions in this book illustrate the way in which biographical methods have been applied in various aspects of professional training as well as in partnership with users. It evaluates the biographical practice against a mapping of practitioner and user positioning and experience. It also reviews developments in policy and practice in a comparative European perspective. This book is based on the dialogues of international networks of biographical researchers and draws on research from a wide range of countries. In this introductory chapter, the concept of ‘professional practice’ is defined and clarified. The introductory chapter then moves on by reflecting on the differing contexts in which biographically focused professional practice has emerged.Less
