This chapter focuses on the characteristics that make Delhi a unique metropolis. It is contributed to Delhi’s geographical location and political importance, although there are some urban peculiarities that can be attributed as well. This chapter brings to light the uniqueness of Delhi, which can be clearly understood in three levels: administration, policing, and social structure. The discussion begins by identifying Louis Wirth’s propositions about city life and the urban peculiarities of Delhi. This is followed by a section on the administration of Delhi, which has been going through several changes along with the changing of rulers. The chapter ends with a detailed summary of some peculiar responsibilities of policing; these are considered peculiar due to their differences with the policing responsibilities of other union territories and states.Less

This chapter analyses the Police Reform and Social Responsibility Bill and its impact on police authority. It describes the events leading up to the passage of the bill and the provisions that made the most changes in law enforcement authority. It examines the first ever Police and Crime Commissioner elections in November 2012 and describes how the low turnout of the election harmed the credibility of the whole process. The chapter also pays attention to the possibility of the law enforcement becoming too political as an outcome of the idea of holding elections.Less

This chapter states that the crusade against crime — illegal drug trafficking in particular — has put the Caribbean settlers'lives in peril. In addition, the context of security has brooded an even greater sense of depression that the people of the region have had to face. This chapter also discusses the idea that security issues and threats will always coincide with the further advancement of globalization. The chapter also focuses on various organizations that take part in international security affairs. The chapter points out that the possibility of having a transnational policing government can only be accomplished by attaining a more cosmopolitan approach regarding the definition of police responsibilities. This chapter also stresses that peace and order is something that needs careful planning — something that cannot be achieved over a short period of time. The chapter also includes a list of interviewees as well as on-point details for policing the region.Less
