The conception of the police and crime commissioner role at the outset was arguably drawn too imprecisely and this has meant in practice that the commissioner can develop his or her role and exercise powers in ways that were not at first envisaged. The concerns about the Home Secretary exercising control are examined with confidential commentary from the commissioners themselves, and the context of tight fiscal control from the centre is considered. The inadequacy of the Police and Crime Panels in restraining PCCs is examined.Less
