This chapter describes housing services available for older adults, noting that shelter is a basic need and describing the programs designed to meet that need. It identifies the role of income disparities in determining the housing options available to seniors and uses the concept of “environmental press” to argue that “goodness of fit” is an appropriate yardstick for determining the quality of a housing setting for adults with disabilities. The chapter places the profession of social work squarely in the middle of housing decisions, arguing that our assessment skills and commitment to serving vulnerable populations leave us well positioned to improve the way the nation's seniors are housed.Less

This chapter examines the place of social housing at the centre of social exclusion policy. It considers organisational vehicles for advancing the community regeneration agenda and responding to the immediate challenges of introducing the Best Value and Tenant Participation Compact regimes. It explores partnership activity in social housing at an operational level and describes the five main areas of operational partnership activity. It evaluates prospects for the development of operational partnerships and the place of partnership activity in housing service delivery.Less

Many of the reforms of the past 30 years have aimed to provide more reflexive landlords and providers. However, the recent emphasis on choice has led to some tension between the ‘residual’ role of social housing, as a tenure for those who cannot support themselves in the housing market, and a desire to expand choice to users of housing services. This chapter examines the role ascribed to social housing tenants and considers the various roles ascribed in policy. It defines three labels: clients, citizens, and consumers. The chapter develops these labels to consider what they mean in relation to social housing. It examines the appearance of consumers in post-war housing policy and the mechanisms of consumerism applied to housing.Less

This chapter analyses the monetary policy oversight hearings of the two congressional banking committees from 1976 to 2009 (as well as the reconfirmation hearings for Volcker, Greenspan and Bernanke) in order to assess how well Congress holds the Fed to account for its decisions on monetary policy. Surprisingly, partisan ideology plays very little role when it comes to effective monetary policy oversight. Decade after decade, Fed chairman after Fed chairman, one feature is, however, evident in the discourse between central bankers and US legislators: Fed chairmen tend to talk about the technicalities of monetary policy while senators and representatives talk about other things, such jobs, fiscal policy, energy policy, education, and so on. All too often they simply talk past one another.Less

This chapter describes the events leading up to the Navy's presentation to the House Armed Services Committee in the fall of 1949 on national military strategy and the importance of strengthening naval aviation. Some of the naval officers who had been involved were convinced that the Navy's presentations had demonstrated to the committee that there were real differences in service thinking regarding how best to assure the country's security. Other naval officers, however, thought that the whole effort had been a costly failure.Less

Set at the September 4, 1991, congressional hearing at the Rayburn Office Building, Washington, D.C., the chapter uses Lieutenant General John Shalikashvili’s testimony to a House Armed Services Committee defense panel on military operations other than war (MOOTW) to thumbnail how Operation Provide Comfort was successfully concluded. It also describes how the success of the mission led to Shalikashvili’s current position as Assistant to the Chairman of the Joint Chiefs of Staff, General Colin Powell. It also flashes back to Shalikashvili’s tour as a major in the Vietnam War, when he served as a senior district advisor for Military Assistance Command, Vietnam (MACV). In that posting he was heavily involved in pacification efforts (increasing rice production, building roads, constructing hospitals, etc.) as well Operation Fisher, another significant refugee resettlement program. Shalikashvili’s Vietnam experience would be a major developmental step leading him to being more open to the use of force than Colin Powell.Less

Timing played a key role in all of Shilts’s success, and failures. His reporting and books on cutting-edge issues in the emerging gay liberation movement withstood strong push back on his work while establishing himself as an openly gay reporter in mainstream journalism. Shilts unapologetically approached his reporting as he had approached his earlier life – that information granted power and understanding and journalists played a key role in conveying that information. Important questions remain about whether Shilts helped or hindered the understanding of AIDS in the context of the gay community, with serious reservations raised about his use of the “Patient Zero” posit. He was praised, however, for advocacy for gay rights via Conduct Unbecoming.Less
