This chapter traces the initial gap between the current and the new member states. It tries to establish to what degree various domestic reforms undertaken by individual post-communist countries have succeeded in rendering them more compatible with the former EU-15. It argues that the overall success of the reform process is beyond doubt in all eight countries that joined the Union in 2004, and even in the so-called “pre-ins”: Romania and Bulgaria. However, although new members have made considerable progress in securing peace and building democracy and free markets, their progress is uneven across individual fields and countries, thus increasing diversity within the EU as a consequence of enlargement.Less

Covering the period from the late 1930s up to the spring of 1940, this book offers the first systematic comparison of how two countries, Britain and France, responded to the possibility and then reality of total war by examining developments in three dimensions: strategic, domestic political, and political economic. To date, studies of French and British policies during this period have focused almost exclusively on diplomatic and military events. Yet because 20th-century war demanded a massive effort on the part of nations and societies, its study requires a broader approach, one that encompasses the political, social, and economic dimensions as well as the links between them. Using a wide array of archival and secondary sources, including the records of government departments, trade unions, business groups, and political parties, this book demonstrates that the British were more successful in managing the strains of modern industrial war than the French. Whereas in France political, economic, and military developments combined to produce a multi-faceted crisis by early 1940, imperilling the war effort against Germany, developments in Britain followed a different course that laid the political and economic foundations for a long war. The book addresses such current historical debates as the nature of the political Right and Left in Europe during the 1930s, the extent of rearmament and economic mobilization, and the causes of France's defeat in 1940. As an extended comparison of how two liberal democracies met the challenge of war, it also addresses debates concerning the relationship between democratic regimes and capabilities for war, the influence of domestic versus systemic factors on national policies, and the nature and relative performance of different types of political economic regimes.Less

One of the least studied aspects of programs of reparation, both in theory and in practice, is financing. This is odd given the fact that mobilizing resources, both domestic and foreign, is politically one of the most difficult tasks any society can undertake. This paper centers on the subject of financing reparation programs and attempts to answer the following questions: Which factors play a role in the process of mobilizing domestic and foreign resources to finance reparations? Is financing solely a technical-economic problem, or does it involve political, social, and cultural factors? Why do governments prefer financing social programs instead of programs of reparation? How do the proposals made by truth commissions regarding financing affect the viability of programs of reparation? Which factors explain the efficacy of financing models of reparation programs? In order to address these questions, the paper has been divided into three main sections. In the first, programs of reparation are analyzed from the perspective of political economy, which means that both economic and non-economic factors that influence the mobilization of domestic and foreign resources by a transitional society are taken into consideration. The second section focuses on international experiences in the area of financing programs of reparation, with the purpose of extracting some lessons. Despite significant accomplishments over the past 35 years, antiviolence activists know that justice for most abused women remains elusive. Most victims of violence against women do not call the police or seek help from the courts. Are there new ways that survivors might find justice? This book examines new alternative justice practices for victims. These informal, dialogue-based practices, referred to as “restorative justice,” seek to decrease the role of the state in responding to crime, and increase the involvement of communities in meeting the needs of victims and offenders. Restorative Justice and Violence Against Women considers both the dangers and potential benefits of using restorative justice in response to these crimes. Political and economic theorists have generally ignored caring practices in outlining accounts of economic justice. Building upon the work of recent feminist theorists, this chapter develops a theory of economic justice organized around caring practices. The first section outlines the basic concepts and normative orientation of a caring economic theory. The second section discusses Virginia Held's and Nancy Folbre's important accounts of care and economic justice. While Held and Folbre identify some of the central tenets of a caring economic theory, they focus primarily on supporting and regulating direct care services within the economy. The book's own approach is broader and more far‐reaching, asking how we can best organize our general economic institutions and policies to provide all individuals with a real opportunity to give and receive adequate care. The third section takes up this subject by exploring the economic system (communism, market socialism, market capitalism, etc.) most conducive to caring values. In the fourth section, it formulates six general principles for establishing and maintaining a caring economic order, and describes in some detail the economic policies following from them. The final section briefly explores the viability of a caring economic order in the context of globalization.Less

The emerging literature on the topic is used to develop some preliminary hypotheses on the conditions under which domestic change would be expected in response to Europeanization. Various propositions made in the literature are simplified, and topics needing further research are pointed out. The chapter proceeds in the following steps: first, what is meant by the ‘domestic impact’ of Europeanization is specified; second, the concept of ‘misfit’ is developed, and differential empowerment and socialization are distinguished as the two theoretical logics of domestic adaptation to Europe; third, the degree and direction of domestic changes to be expected by the two logics and causal mechanisms are discussed, focusing on the question of whether convergence or divergence is likely. The conclusion offers propositions on how differential empowerment and socialization relate to each other.Less

It has thus exerted considerable pressure for commodity exports and represents a root cause of increased trade disputes. These have profound ramifications for the US, EU, and other economies, and the international business community. Consequently, economists and sociologists, among others, are increasingly focused upon inequality and poverty issues in China and relevant policy implications. Then the book turns to the economics and finance of sovereign wealth funds seeking to understand the unique challenges facing states that establish sovereign wealth funds and how well they accomplish their task of stabilizing small oil dependent states and managing surplus capital reserves. Despite the focus on the potential for sovereign wealth funds to leverage their financial capital into foreign policy influence, the political ramifications of concentrated public wealth is demonstrated through distorted local economies and stunted domestic politics. What should public prosecutors do when victims withdraw support for domestic violence prosecutions? This book defends the claim that (within the realm of justified/permissible action) prosecutors should respond effectively; which is to say that ceteris paribus domestic-violence prosecutors should respond as feminists. This claim is intended as a provocative formulation of the proposition that domestic violence prosecutors should act for reasons generated by the value of reconstituting their states (and communities) as less patriarchal. In defending this claim, the book first sets out a general theory of prosecutorial practical reasoning and then considers the prosecution of domestic-violence offences in particular. Along the way, it provides an original account of the nature of prosecutorial action, the values that can be realized through such action, and the relationship between these values and the practical reasoning of criminal prosecutors. Moreover, it provides analyses of two key concepts — domestic violence and patriarchy — and explains the relevance of the latter to a proper understanding of the former. Putting these insights to work in answering the question stated above, this book provides an account of what prosecutors would be justified in doing in such cases and what prosecutors should do in order to be effective as domestic violence prosecutors. This book studies international treaty ratification processes in multiple issue areas. This study sets out to fill a gap in political science scholarship by investigating the role that international and domestic political actors and conditions play in the critical, post-commitment phase of cooperation. The book employs the comparative case study method, drawing on original research, elite interviews, and discursive analyses of government documents in Europe, Australia, and North America. Cases examine a select number of treaties on trade cooperation, the environment, European integration, and the nuclear nonproliferation regime. It concludes that the role of norms and executive strategies play an especially significant role in shaping ratification outcomes. It is argued that the book will appeal to a broad audience interested in the question of whether international treaties remain powerful instruments for cooperation in the twenty-first century.Less

This chapter examines the history of global environmental policies as foundation for a focused examination of ratification struggles over the Kyoto Protocol to lower greenhouse gas emissions. Five case studies are presented. Struggles over the Kyoto agreement in Australia and the United States may represent classic cases of domestic constraints on international commitments. In early 2001 both governments announced their decision not to ratify the treaty. The Kyoto Protocol also touched off an intense debate over international environmental policy and sovereignty in Canada. At the same time, France and Germany were leading players in international diplomacy that helped to develop the Kyoto Protocol, and they were instrumental in pushing for ratification by all EU member states.Less

This book is the first of two volumes in which leading scholars examine the way in which member states of the European Union (EU) co-ordinate their European policies. Rather than looking at the ‘Europeanization’ problematic within which the issue is usually addressed, it adopts a broader, more inclusive approach, examining domestic processes and investigating co-ordination in ten member states ––Austria, Belgium, Denmark, France, Germany, Greece, Italy, Portugal, Spain and the United Kingdom –– looking at co-ordinating ambitions, the actors involved in EU policy-making, and the structures and processes by which policy is made. These particular countries were selected to cover the most important dimensions of variation among member states. From a comparative perspective, the book identifies and assesses the impact of the influences that have shaped systems of national co-ordination – the demands exerted by Union membership, the institutional structure of the national polity, the pre-existing balance between domestic institutions, administrative norms and values, and attitudes, both popular and elite, to European integration. It assesses the extent to which there has been a convergent response to the administrative challenges posed by membership on the part of the member states or whether a pattern of divergence emerges. The effectiveness of member states in influencing policy outcomes at the European level is also addressed. All the chapters except for that on Portugal and the Conclusion are substantially revised versions of papers presented at a workshop on co-ordinating EU policy held at Oxford in June 1998. The companion volume answers similar questions about national administrations in Brussels and looks at twelve member states; it is the first systematic examination of the role played by Permanent Representations in national EU policy-making.Less

Women's unpaid work at home has not concerned theorists of social justice, despite the fact that it renders women vulnerable to exploitation and hence to social injustice. Based on a critical analysis of three conceptions of work and women's work in the materialist tradition of thought—Marx, the domestic labour debate, and Delphy and Leonard—this book develops its own theory of women's work as care. By focusing on the material, psychological, and gendered aspects of care, the theory elucidates how and why care is exploitative as long as it remains women's work, and what problems it poses for conceptions of social justice. It also enables the book to develop a striking new interpretation of the much discussed ethic of care: how it relates to considerations of justice and the place it has in moral and political philosophy.Less

This is a study of working women in Scotland in the period 1850–1914. In a scholarly analysis, based on a wide range of contemporary sources, the book uncovers the patterns of women's employment, their involvement in and relationship to trade unionism, and the forms of their workplace resistance and struggles. Focusing particularly on women working in Dundee's jute industry, the study integrates labour history and the history of gender. It is a thorough account, which challenges many assumptions about the organizational apathy of women workers and about the inevitable division between workplace and domestic ideologies. It makes a contribution to current historiographical debates over the sexual division of labour, working-class consciousness, and domestic ideologies, and to the history of women in Scotland.Less

This book offers a description and explanation of the performance of western democracies. It addresses two main questions: Is the performance of western democracies in decline? Do institutions matter for political performance? It aims at a comprehensive stock-taking for twenty-one OECD countries by systematically examining all major domestic policy areas — domestic security policy, economic policy, social policy, and environmental policy — from 1974 to 1995. The quality of democracy is assessed at the level of the four policy areas, and at a general level encompassing all areas. The question of trade-offs between policy areas is studied in an unprecedented way. The empirical findings confront widely-held beliefs about the performance of democracies: Western democracies as a whole did not converge at a lower level of performance, and trade-offs between different policy areas did not increase. The question ‘do institutions matter?’ can only partially be answered in the affirmative. Political institutions do matter, but formal and informal institutions cause different effects; both matter only sometimes and only to a limited degree.Less

In its reconstruction of evolving US positions on key issues in the relationship with China, this book is able to explain the change in American–Chinese relations after 1949 from hostility to rapprochement, and to the full normalization of ties in 1979. The author then goes on to examine the relationship after normalization, a period when the United States has come to view China as less of a challenge, but still resistant to certain norms of the current international order. After an introductory chapter, the next three chapters of the book examine US efforts to build, and then maintain an international and domestic consensus behind its China policy, noting the steady erosion of support in both policy arenas. The next four chapters look at changing US perceptions of China’s capabilities, and show how US officials came to have a deeper appreciation of the overall restraints on Beijing’s power, especially as a result of the Sino-Soviet rift and the failure of policies associated with the Great Leap Forward. Finally, in the last chapter, it examines the effects on the relationship of China’s fuller exposure after 1979 to the ideas and values that predominate in the global system. Whilst many previous explanations of US relations with China have given primacy to the conditioning influence of the strategic triangle, this book recognizes the need to embed an understanding of American–Chinese relations within a wider structure of relationships at the global and domestic levels.Less

The first considers the UK’s interpretation of the co-ordination need generated by EC/EU membership; the co-ordination ambition is outlined in relation to the UK political system and explanatory factors are discussed. The organization, structure, and procedural operation of the co-ordination system are discussed in the second section of the chapter, which examines in detail the relationship between central actors and the line ministries, the division of labour and responsibility, and the formal and informal channels of communication. The third section assesses the effectiveness of UK co-ordination within the wider context of the relationship between administrative efficiency and policy success. The final part concludes that the UK’s system for co-ordinating EU policy has been shaped more profoundly by pre-existing institutional structures and values that characterize the domestic polity than by the demands generated by membership of the EU, but that the influence of both imperatives is apparent.Less

Deletions and recensions about domestic matters were mainly carried out on trivial detail and repetition, and quite a lot of detail was retained. The only other areas where there were extensive deletions were passages such as her description of his bedroom when she was still his student, and their critical remarks about their or their institutions' servants. In 1926, both describe their new accommodation in great detail. In Amoy, Canton, Shanghai, and Peking there were always servants in their employ. Problems with them were often mentioned in Lu Xun's letters from Amoy.Less
