Leaving aside the absence of devolved institutions across the state, it is difficult to justify the notion that devolution in Northern Ireland was a form of federalism. Fundamentally, devolved institutions in Northern Ireland were created but without other features of devolved or federal arrangements. Absent from the thinking was any consideration as to relations between the centre and the devolved territory. The old Stormont Parliament was as much a perversion of devolution as majority rule was a perversion of democracy. The inequalities in political rights were certainly a consequence of devolution but arose not between Northern Ireland and the rest of the UK but within Northern Ireland.Less

This chapter presents several predictions on how the European dimension will affect the future of self-government in Scotland. It offers some reflections on Scotland's place in the European Union in the post-devolution period, and considers the possible influence that the European dimension will continue to have on the issue of Scottish independence. It then addresses the argument that the European dimension will continue to be very important for Scotland. This chapter also identifies some general disillusions with devolution and the devolved institutions.Less

This book compares the politics, policies, and polity-building dynamics of devolution in Wales and decentralisation in the French region of Brittany. Empirically, it draws conclusions from in-depth fieldwork within the two regions and reports the findings of a comparative public-opinion survey. Theoretically, the book contributes towards our understanding of the comparative study of regions. Perhaps most impressive is how the case studies generally are based on, but also cast light back to, the nuanced theoretical framework on regional capacity established at the outset. The book uncovers the dynamics of devolution in Wales and decentralisation in Brittany through extensive face-to-face interviews: over two hundred interviews were carried out from 2001 to 2004, a formative stage in the development of the devolved institutions in Wales and also a period of expectation in Brittany.Less
