This book examines the development of Russia's current federal system of government from its Soviet origins, through Mikhail Gorbachev's reforms, to the presidencies of Boris Yeltsin and the early years of Vladimir Putin. The theoretical relationship between democracy, law, and federalism is examined with a focus on its application to the study of post‐authoritarian state systems. Federal institutions shape political agendas in the constituent units of a federation just as much as those units influence the shape of the federal whole. Case studies focus on Russia's 21 ethnic ‘republics’ (out of 89 units in a complicated multi‐level federal hierarchy) using previously unpublished primary source materials, including official documents and interviews with key participants on a variety of institutional levels.Less

Elections in Africa is the first volume of a series of election data handbooks published by OUP; it covers all the 53 states in Africa. Elections have always been an integral part of post‐independence African politics and have assumed the utmost importance in the course of recent democratization processes. However, comparative research on political development in Africa lacks reliable electoral data. Elections in Africa fills this gap. Following the overall structure of the series, an initial comparative introduction on elections and electoral systems is followed by chapters on each state of the region. These contributions examine the evolution of institutional and electoral arrangements from independence to the present (1999), and provide systematic surveys of the up‐to‐date electoral provisions and their historical development. Exhaustive statistics on national elections (presidential, parliamentary, and constitutional assembly), referendums and coups d’état are included within each chapter; these cover electoral bodies and voting, electoral participation of parties and alliances, vote distribution, parliamentary composition, and power holders. The data are presented in the same systematic manner for all countries in order to provide electoral statistics in line with internationally established standards of documentation, so that the data can be easily compared. The book, therefore, provides a definitive and comprehensive set of data on elections in order to facilitate comparative research. The essence of this turn is that democratic legitimacy is to be found in authentic deliberation among those affected by a collective decision. While the deliberative turn was initially a challenge to established institutions and models of democracy, it was soon assimilated by these same institutions and models. Drawing a distinction between liberal constitutionalism and discursive democracy, the author criticizes the former and advocates the latter. He argues that a defensible theory of democracy should be critical of established power, pluralistic, reflexive in questioning established traditions, transnational in its capacity to extend across state boundaries, ecological, and dynamic in its openness to changing constraints upon, and opportunities for, democratization.Less

Deliberative democracy now dominates the theory, reform, and study of democracy. Working at its cutting edges, this book reaches from conceptual underpinnings to the key challenges faced in applications to ever-increasing ranges of problems and issues. Following a survey of the life and times of deliberative democracy, the turns it has taken, and the logic of deliberative systems, contentious foundational issues receive attention. How can deliberative legitimacy be achieved in large-scale societies where face-to-face deliberation is implausible? What can and should representation mean in such systems? What kinds of communication should be valued, and why? How can competing appeals of pluralism and consensus in democratic politics be reconciled? New concepts are developed along the way: discursive legitimacy, discursive representation, systemic tests for rhetoric in democratic communication, and several forms of meta-consensus. Particular forums (be they legislative assemblies or designed mini-publics) have an important place in deliberative democracy, but more important are macro-level deliberative systems that encompass the engagement of discourses in the public sphere, as well as formal and informal institutions of governance. Deliberative democracy can be applied fruitfully in areas previously off-limits to democratic theory: networked governance, the democratization of authoritarian states, and global democracy, as well as in new ways to invigorate citizen participation. This is the second of three chapters on political party systems and structures of competition, and looks at post-communist party systems in Europe. The author’s intention is to explore some preliminary thoughts on the specific characteristics of newly emerging party systems, and of newly emerging post-communist party systems in particular, and to identify the major reasons why these newly emerging systems may look and perform differently from established party systems. It is suggested that differences in the democratization process, in the character of the electorate, and in the context of competition, together create formidable obstacles in the path of eventual consolidation, and that these also imply a pattern of party competition likely to prove both more conflictual and adversarial than is the case within the established democracies. The approach has been to identify the sort of factors that have encouraged the stabilization and institutionalization of established party systems, and then to turn these on their head in order to hypothesize and speculate about the sort of factors likely to be absent from newly emerging party systems, and from post-communist party systems in particular. The discussion is presented in five sections: (1) Newly Emerging Party Systems; (2) Post-Communist Democratization is Different; (3) The Electorate and the Parties are Different; (4) The Context of Competition is Different; and (5) The Pattern of Competition is Different.Less

This book examines the roles that women's mobilizations have played in processes of democratization and the impact of transitions to democracy on gender relations. In an over-arching and thematic analysis, it compares transitions from state socialism and authoritarianism that took place as part of the ‘third wave’ of democratization that swept the world from the 1970s onwards. Using case study material drawn from eight countries primarily in Latin America and East Central Europe as well as South Africa, the book explores the gendered constraints and opportunities provided by processes of democratization and economic restructuring. It develops an analytical framework that brings together the analysis of key actors and institutions, and shows that under certain conditions, transitions to democracy can result in some positive gender outcomes such as improvements in women's political representation and more ‘gender sensitive’ policy in areas such as domestic violence. The book argues that women's mobilization during transitions is no guarantee of success and change is easier to achieve in some areas than others. Understanding the different roles that can be played by organized women's movements, key actors, institutions, and the wider political environment, such as the international context, is crucial in helping to explain why gender outcomes vary in different circumstances. The book therefore aims to address important debates within the study of both comparative politics and gender and politics.Less

The quality of political competition at the moment of transition explains the divergence in the domestic trajectories of East European states, steering Poland, Hungary, and the Czech Republic towards liberal democracy, and Romania, Bulgaria and Slovakia towards illiberal democracy after 1989. From 1989 to 1994, the European Union (EU) exerted only passive leverage on its democratizing neighbours, reinforcing liberal strategies of reform but failing to avert illiberal ones. After 1995, the EU exerted active leverage on the domestic politics of credible future members through the enlargement process. The benefits and requirements of EU membership, combined with the structure of the EU’s pre-accession process, interacted with domestic factors to improve the quality of political competition and to accelerate political and economic reforms in candidate states. The enlargement of the EU has thus promoted a convergence towards liberal democracy across the region. I unpack the consequences of the pre-accession process for the quality of democracy in the new members, the dynamics of the negotiations between the old members and the candidates, and the impact of the 2004 enlargement on the future of European integration. I conclude by exploring the usefulness of the EU’s active leverage in promoting liberal democracy in other prospective members such as Turkey and the states of the Western Balkans, and the trade-offs of further enlargements for the EU itself. The most successful tool of EU foreign policy has turned out to be EU enlargement—and this book helps us understand why and how it works.Less

This is an analysis of how fundamental change came about in the Soviet Union and of the part played by political leadership. In its most general aspect, it is a contribution to the literature on democratization and transitions from authoritarian rule. More specifically, it examines the evolution of Mikhail Gorbachev as a reformist politician and his major role in the political transformation of the Soviet Union and in ending the Cold War. The failures as well as the successes of perestroika are examined – economic reform that left the system in limbo and the break‐up of the Soviet state that Gorbachev had attempted to hold together on the basis of a new and voluntary federation or looser confederation. The institutional power of the General Secretary was such that only a reformer in that office could undertake peaceful systemic change in such a long‐established, post‐totalitarian authoritarian regime as the USSR, with its sophisticated instruments of control and coercion. In embracing the pluralization of the Soviet political system and thereby removing the monopoly of power of the Communist Party, Gorbachev undermined his own power base. His embrace of new ideas, amounting to a conceptual revolution, combined with his power of appointment, made possible, however, what Gorbachev himself described as revolutionary change by evolutionary means. Mikhail Gorbachev's lasting merit lies in the fact that he presided over, and facilitated, the introduction of freedom of speech, freedom of the press, freedom of association, religious freedom, and freedom of movement, and left Russia a freer country than it had been in its long history.Less

The analytical framework sketched in Chapter One is used to review the history of state formation in Europe at a number of critical junctures from the sixteenth to the twentieth century: state formation, capitalist development and market formation, nation formation, generalisation of participation rights (democratization), and development of social sharing institutions (welfare systems). The recasting emphasizes how the processes of boundary control in various spheres contributed to the specific and historically unique constellation of centre-periphery structuring, interest intermediation structuring, and cleavage structuring in the Western experience. This key idea — that domestic political structures are historically grounded in specific configurations of economic, cultural, administrative and coercion confinement of actors and resources — suggests that political developments affecting the boundary configuration of the nation state will also affect the domestic forms of its political structures. This is the starting point for the succeeding chapters devoted to the European integration process.Less

This chapter discusses the implications of the model of centre formation, system building, and political structuring prevalent at the EU level to date. It interprets European integration from a long-term historical perspective in relation to the early stages of the development of the European system of states. It then discusses the macro and micro consequences of the boundary-redrawing activities for different types of actors, following the framework presented in Chapter One. Finally, the institutional and boundary configuration of the new EU centre is related to the main structures of representation at the national and EU level. This chapter also underlines the perspective of this work as based on the interactions between ‘options’ and ‘roots’, ‘exits’ and ‘locking in’, ‘collective burdens’ and ‘individual free-riding’, ‘opportunities’ and ‘costs’ involved in the process of functional and territorial boundary redefinition in Europe.Less

The quality of political competition at the moment of regime change determined whether East European states embarked on a liberal or an illiberal pattern of political change after 1989. It was initially determined by the presence or absence of an opposition to communism strong enough to take power in 1989, and secondarily by the presence or absence of a reforming communist party. This chapter makes the theoretical case for why political competition is central to understanding variation in the domestic trajectories of post-communist states. It also presents a model of the causal mechanisms that translate different levels of political competition into liberal and illiberal political outcomes.Less

The book discusses the interplay between religion and politics in six major areas of public affairs—nationalism and ethnic identity; confronting the communist past; restitution of Greek Catholic property abusively confiscated by communist authorities; elections and membership in political parties; religious instruction in public schools at pre‐university level; and sexuality, including abortion and prostitution. In each area, it discusses the negotiations between religious, political actors and civil society representatives; the dominance of the Orthodox Church relative to other religious groups; and the influence of denominations on legislation and governmental policy. While the Orthodox Church has asked for recognition as state, national church, religious minorities demanded equality, and the civil society asked for separation of church and state, Romanian post‐communist authorities have maintained a tight grip on religious affairs.Less

As Asian countries emerge as global economic powers, many undergo fundamental political transformations. This book evaluates the past thirty years of political change in South Korea, including the decision of the authoritarian government to open up the political process in 1987 and the presidential impeachment of 2004. The book uses rational choice theory—which holds that individuals choose to act in ways that they think will give them the most benefit for the least cost—to explain events central to South Korea's democratization process. The book's theoretical and quantitative analysis provides a context for South Korea's remarkable transformation and offers predictions of what the future may hold for developing nations undergoing similar transitions. Combining theoretical perspectives with a policy-relevant discussion, this study sheds new light on the Korean model of democratization and makes a significant contribution to the field of comparative politics.Less
