Democracy used to be seen as a relatively mechanical matter of merely adding up everyone's votes in free and fair elections. That mechanistic model has many virtues, among them allowing democracy to ‘track the truth’, where purely factual issues are all that is at stake. Political disputes invariably mix facts with values, however, and then it is essential to listen to what people are saying rather than merely note how they are voting. The great challenge is how to implement that deliberative ideal among millions of people at once. In this book, Goodin offers a solution: ‘democratic deliberation within’. Building on models of ordinary conversational dynamics, he suggests that people simply imagine themselves in the position of various other people they have heard or read about and ask, ‘What would they say about this proposal’? Informing the democratic imaginary then becomes the key to making deliberations more reflective—more empathetic, more considered, and more expansive across time and distance. After an introductory chapter, the book has eleven further chapters arranged in three sections: Preference Democracy (two chapters); Belief Democracy (four chapters); and Value Democracy (five chapters, including a conclusion).Less

What is the ethical basis of democracy? And what reasons do we have to go along with democratic decisions even when we disagree with them? And when do we have reason to say that we may justly ignore democratic decisions? These questions must be answered if we are to have answers to some of the most important questions facing our global community, which include whether there is a human right to democracy and whether we must attempt to spread democracy throughout the globe. This book provides a philosophical account of the moral foundations of democracy and of liberalism. It shows how democracy and basic liberal rights are grounded in the principle of public equality, which tells us that in the establishment of law and policy we must treat persons as equals in ways that they can see as being treated as equals. The principle of public equality is shown to be the fundamental principle of social justice. This account enables us to understand the nature and roles of adversarial politics and public deliberation in political life. It gives an account of the grounds of the authority of democracy. It also shows when the authority of democracy runs out. It shows how the violations of democratic and liberal rights are beyond the legitimate authority of democracy and how the creation of persistent minorities in a democratic society, and the failure to ensure a basic minimum for all persons, weaken the legitimate authority of democracy.Less

The book proposes a unifying conception which shows that the differences between ‘majoritarian’, ‘consensus’ and other forms of representative democracy are superficial compared to what unites them. The common element is the empowerment of the median voter by making the party (s)he votes for the median party in the legislature. Comparative evidene covering 21 democracies from 1950-1995 is assembled to check out the descriptive credentials of this idea, in contrast to the government mandate which forms the normal description and justification of democracy as providing ‘a necessary link between popular preferences and public policy’. Although, spontaneous majorities rarely emerge, median voter - median party correspondences do (72% of all governments, 82% under PR). Policy correspondence, distortion, long term bias, and responsiveness are examined in both static and dynamic terms. They reveal that underneath short-term fluctuations, the long-term equilibrium positions of governments and median voters map each other closely. Many other questions about democracy are also raised and investigated — economic and retrospective voting (‘ kicking the rascals out’): policy incrementalism, etc. — giving the book an appeal to different groups of specialists in political science. The comparative data on voting, on electoral party and government preferences, and on actual policy outputs are unsurpassed with regards to comprehensiveness over nations and time.Less

Why does agency — the capacity to make choices and to act in the world — matter to us? Why is it meaningful that our intentions have effects in the world, that they reflect our sense of identity, that they embody what we value? What kinds of motivations are available for political agency and judgment in an age that lacks the enthusiasm associated with the great emancipatory movements for civil rights and gender equality? What are the conditions for the possibility of being an effective agent when the meaning of democracy has become less transparent? This book addresses these crucial questions by uncovering the political, moral, philosophical, and religious dimensions of human agency. The book treats agency as a form of religious experience that reflects implicit and explicit notions of the good. Of particular concern are the moral, political, and religious motivations that underpin an understanding of agency as meaningful action. Through a critical engagement with the work of theorists such as Judith Butler, Charles Taylor, and Stanley Cavell, this book argues that late modern and postmodern agency is found most effectively at work in “projects of regenerating agency” or critical and strategic responses to loss. Agency as melancholic freedom begins and endures, this text maintains, through the moral and psychic losses associated with a broad range of experiences, including the moral identities shaped by secularized modernity and the multi-fold forms of alienation experienced by those who suffer the indignities of racial, gender, class, and sexuality discrimination and oppression. The small advanced industrial states of Western Europe have been regarded as a model for political and economic success because they are both stable and prosperous. The formula for that success combines a ready embrace of globalization (including European integration) with strong institutions for domestic redistribution — democratic corporatism and the welfare state. This book asks whether that formula is stable over time. By examining the cases of Belgium and the Netherlands, it shows how the political basis for consensus (consociational democracy) can break down, how the break down of consensus can undermine democratic corporatism while bringing the welfare state into conflict, and how economic performance in world markets can suffer as a result. Belgium and the Netherlands did not become poorer as a result of their political transformation, but they did become less flexible and therefore less able to make adjustments in response to external shocks. Moreover, they cannot easily recapture the formula for their past success.Less

This book examines the development of Russia's current federal system of government from its Soviet origins, through Mikhail Gorbachev's reforms, to the presidencies of Boris Yeltsin and the early years of Vladimir Putin. The theoretical relationship between democracy, law, and federalism is examined with a focus on its application to the study of post‐authoritarian state systems. Federal institutions shape political agendas in the constituent units of a federation just as much as those units influence the shape of the federal whole. Case studies focus on Russia's 21 ethnic ‘republics’ (out of 89 units in a complicated multi‐level federal hierarchy) using previously unpublished primary source materials, including official documents and interviews with key participants on a variety of institutional levels.Less

When constructing environmental policies in democratic regimes, there is a need for a theory that can be used not only by academics but also by politicians and activists. So why has the major part of environmental ethics failed to penetrate environmental policy and serve as its rationale? Obviously, there is a gap between the questions that environmental philosophers discuss and the issues that motivate environmental activists. Avner de‐Shalit attempts to bridge this gap by combining tools of political philosophy with questions of environmental ethics and environmental politics. He defends a radical position in relation to both environmental protection and social policies, in order to put forward a political theory, which is not only philosophically sound, but also relevant to the practice of environmental activism. The author argues that several directions in environmental ethics can be at odds with the contemporary political debates surrounding environmental politics. He then goes on to examine the environmental scope of liberalism, communitarianism, participatory democracy, and socialism, and concludes that while elements of liberalism and communitarianism may support environmental protection, it is participatory democracy and a modified version of socialism that are crucial for protecting the environment.Less

In recent years, political activists have mounted high-profile campaigns for the democratization of powerful international institutions such as the World Bank and IMF, and for greater ‘corporate accountability’. In turn, many of the NGOs linked to these campaigns have themselves faced demands for greater democratic legitimacy. Through reflecting on the democratic dilemmas surrounding the political power of global NGOs, this book challenges the state-centric theoretical assumptions that have underpinned the established democratic theories of both ‘cosmopolitan’ and ‘communitarian’ liberals. In particular, it challenges the widespread assumption that ‘sovereign’ power, ‘bounded’ (national or global) societies, and ‘electoral’ processes are essential institutional foundations of a democratic system. The book then re-thinks the democratic project from its conceptual foundations, posing a number of questions. What needs to be controlled? Who ought to control it? How could they do so? In answering these questions, the book develops a theoretical model of representative democracy that is focused on plural (state and non-state) actors rather than on unitary state structures. The problem of education in liberal democracies is to ensure the intergenerational continuity of their constitutive political ideals while remaining open to a diversity of conduct and belief that sometimes threatens those ideals. Creating Citizens addresses this problem. The book identifies both the principal aims of political education—liberal patriotism and the sense of justice—and the rights that limit their public pursuit. The public pursuit of these educational aims is properly constrained by deference to the rights of parents, and these are shown to have some independent moral weight underived from the rights of children. The liberal state's possible role in the sponsorship and the control of denominational school is discussed, as are the benefits and hazards of moral dialogue in morally diverse educational environments. The book draws heavily on John Rawls's theory of justice.Less

Parties are the central institution through which mass representative democracies now work. This book covers four aspects of their activities at governmental level—the actual formation and termination of governments; the distribution of ministries between parties forming the government; and policymaking. In each area, it proposes theories and models of how parties drive these processes, and checks them against comparative evidence for 20 States from 1946–85. Initial hypotheses are broadly upheld by this evidence, supporting a general theory of democratic functioning described in Chs. 3 and 7. This has considerable implications for the general theory of the State. The evidence used in the book has been updated and extended. It is now published as Jqap Woldendorp, hans E. Keman, and Ian Budge Party Government in 48 Democracies (1945–98): Composition, Duration, Personnel.Less

Is it self‐interest or public interest that dominates in public life? Rational‐choice theory, political philosophy, and electoral research were all used to answer this question. Analysing existing literature, Professor Leif Lewin shows that predominant consensus emerged on this issue by the 1980s. This consensus states that people in politics are driven mostly by their self‐interest and not by common good and society values. Although Professor Lewin is not testing existing views that ‘egoism rules’ on deep theoretical grounds, he strongly argues that empirical facts do not support such views and thus opens a new chapter in the debate on individuals’ rationality.Combining research results and achievements of different research fields, mentioned above, the author adopts methodology never used before. Extensive literature review on studies of Western democracy provides a basis for analysis for many countries. Separate chapters of the book are devoted to the attitudes and actions of the electoral voters, politicians, and bureaucrats in power.This allows the author to make broad conclusions, which challenges predominant views. Given the almost universal assumption that democracy is a ‘good thing’, the goal of mankind, it is easy to forget that ‘rule by the people’ has been vehemently opposed by some of the most distinguished thinkers in the Western tradition. The book attempts to combat collective amnesia by systematically exploring the evaluating anti‐democratic thought since the French Revolution. Using categories first introduced by A. O. Hirschman in The Rhetoric of Reaction, it examines the various arguments under the headings of ‘perversity’, ‘futility’, and ‘jeopardy’. This classification scheme makes it possible to highlight the fatalism and pessimism of anti‐democratic thinkers, their conviction that democratic reform would be either pointless or destructive. They failed to understand the adaptability of democracy, its ability to coexist with traditional and elitist values. Nevertheless, it must be granted that some of their predictions and observations have been confirmed by history.Less

This book argues that by pursuing the goal of economic democracy, socialism can return to the centre of political life in the advanced capitalist countries. It seeks to demonstrate, to socialists and non‐socialists alike, that there is both a strong moral case for economic democracy and a feasible strategy for achieving it. In an economic democracy, companies operate in a market economy, but are governed by their workers. The argument that economic democracy is a morally desirable goal rests on an appeal to the value of individual freedom. Since workers are the only individuals who are subject to the authority of companies, it is workers, and not capitalists, who should exercise direct decision‐making control over those companies. The argument that economic democracy is a feasible goal rests on an appeal to the advantages of a corporatist industrial relations system. Corporatism enables workers to pursue economic democracy through a series of trade‐offs in which they exchange wage rises or other goods for incremental increases in control. But rational capitalists and governments—even social democratic governments—will only agree to these trade‐offs if certain conditions are met. The book sets out these conditions and shows that they have in fact been met in recent years.Less

The desirability, or lack thereof, of bills of rights has been the focus of some of the most enduring political debates over the last two centuries. Unlike civil and political rights, social rights to the meeting of needs, standard rights to adequate minimum income, education, housing, and health care are usually not given constitutional protection. The book argues that individuals have social rights to adequate minimum income, housing, health care, and education, and that those rights must be entrenched in the constitution of a democratic state. That is, the democratic majority should not be able to repeal them, and certain institutions (for instance, the judiciary) should be given the power to strike down laws passed by the legislature that are in breach of those rights. Thus, the book is located at the crossroads of two major issues of contemporary political philosophy, to wit, the issue of democracy and the issue of distributive justice. It stems from the perception that there may be conflicts between the demands of democracy and the demands of distributive justice, both of which are crucially important, and from the resulting recognition that the question of the relationship between these two values cannot be ignored.Less

A number of contemporary democracies have introduced measures to ensure a more equitable representation of women and/or ethnic minority citizens within elected assemblies. These measures have included the use of gender quotas in the selection of parliamentary candidates, and the use of ‘race‐conscious’ districting to increase the electoral chances of ethnic minority representatives. Drawing on a distinction between the politics of ideas and the politics of presence, this book explores and defends the case for such measures. The politics of ideas considers accountability in relation to declared polices and programmes, and sees the sex or race of the representative as a matter of relative indifference. In the politics of presence, by contrast, the gender or ethnic composition of elected assemblies becomes a legitimate matter of democratic concern. This book addresses the concern that the case for political presence could encourage essentialist understandings of group identity or group interest. It argues against an either/or alternative between the politics of ideas and the politics of presence and for a new combination of these two models of representation.Less

The sister volume to a book called Political Parties in Advanced Industrial Democracies, this book offers a systematic and rigorous analysis of parties in some of the world's major new democracies. Drawing on a wealth of expertise and data, the book assesses the popular legitimacy, organizational development and functional performance of political parties in Latin America and postcommunist Eastern Europe. It demonstrates the generational differences between parties in the old and new democracies, and reveals contrasts among the latter. Parties are shown to be at their most feeble in those recently transitional democracies characterized by personalistic, candidate-centred forms of politics, but in other new democracies — especially those with parliamentary systems — parties are more stable and institutionalized, enabling them to facilitate a meaningful degree of popular choice and control. Wherever party politics is weakly institutionalized, political inequality tends to be greater, commitment to pluralism less certain, clientelism and corruption more pronounced, and populist demagoguery a greater temptation. Without party, democracy's hold is more tenuous.Less
