The comparative study of European executives stands at the interface of two subdisciplines of political science – comparative government (which focuses on the primarily political and governmental aspects of the executive) and comparative public administration (which focuses on the bureaucratic parts of the executive that extend beneath its thin political veneer). The tension between politics and administration is central to understanding the institutionalization of executives: it is first about the tasks that executives are expected to perform and the most appropriate executive organization; and second about the relation between the formal office and the office holders. The first main section of the chapter analyses how these two constitutive tensions in the institutionalization of executives play out in different countries; the discussion is with reference to executive coordination and the organization of centres of government. Further sections discuss the evaluation of executives, and executive reform. Overall, the analysis of the state of, and trends in, executive development suggests that the institutional foundations and fortifications of the executive may be less solid than is generally assumed.Less

The Comparative Agendas Project (CAP) brings together data on government activities in over twenty countries, and provides a consistent categorizing system to understand when a given institution of government in a particular country took action on any issue of public policy. All topics are covered, comprehensively, over several decades, in some countries going back to World War II. Because of the open-data philosophy that animates the international network of scholars involved in the project and their meticulous attention to comparability and common data coding conventions, the databases of the CAP represent an unprecedented resource for the study of public policy across national borders. In this major new book, leaders of each national team provide the background and information needed for anyone to understand how best to make use of these newly available historical databases. Interested users will range from novice students of public policy to accomplished scholars, from interested citizens to professional journalists, political or partisan activists, and professional staff of legislative assemblies or national administrative agencies. Contemporary public administration reflects its historical roots as well as contemporary ideas about how the public bureaucracy should be organized and function. This book argues that there are administrative traditions that have their roots centuries ago but continue to influence administrative behavior. Further, within Western Europe, North America, and the Antipodes there are four administrative traditions: Anglo-American, Napoleonic, Germanic, and Scandinavian. These are not the only traditions however, and the book also explores administrative traditions in Central and Eastern Europe, Latin America, Asia, and the Islamic world. In addition there is a discussion of how administrative traditions of the colonial powers influenced contemporary administration in Africa. These discussions of tradition and persistence also are discussed in light of the numerous attempts to reform and change public administration.Less
