This chapter investigates the characterization of Rome particularly with reference to her domestic affairs. It also looks at the presentation of Rome's actions outside Italy and progresses from instances in which Rome treats the peoples and lands as separate sovereign bodies to those instances where Rome is the primary authority within the region in question. Of course, the distinction between these two sorts of case allows for much interpretation and many intermediary steps. Again, it is important to recall that the discussion is not concerned with ‘reality’ per se, but the authorial representations and evaluations of Roman actions.Less

This chapter examines historian John Horace Round's characterization of the reign of King Stephen of England as anarchic. It traces the history of aristocracy under King Stephen back to the immediate aftermath of the Norman Conquest. It agrees with Round's claim that the reign was indeed anarchic but it suggests that the civil strife was not the deliberate product of an incorrigibly turbulent aristocracy. It also contends that the risks and uncertainties of anarchy ran counter to most of King Stephen's magnates.Less

This chapter discusses another period of tensions in India, which occurred between the Hindu and Muslim communes in Punjab. It stresses that communal violence was considered to be mostly an urban than a rural event, and that communal riots are usually minor affairs. The communal riots of 1946–7, however, were nothing short of a general massacre. The killings were spearheaded by politicians and carried out by gangs who came from different sections in society. The Sikhs were noted in their attempts to be the mediators in the conflict, but their sympathy lay mostly with the Hindus. The sections narrate the initial periods of unrest in Punjab, beginning with the ‘Direct Action Day’ and ending with the migration and resettlement of the Sikhs, Muslims, and Hindus.Less

The three men are a tribal khan, a Muslim saint, and a royal prince who became Afghanistan's king. Throughout the book, the discussion deals with the articulation of moral authority in Afghan society and the contradictions which different moral systems pose to one another and to themselves. This book by Richard Falk presents a coherent statement of views on the relationship between law and violence in contemporary international society. The book is arranged in four parts. The first is a statement of outlook on the fundamental problem of law and minimum world public order. The second part is on civil strife, intervention, and minor coercion. Part Three deals with nuclear weapons, and Part Four with a disarming world.Less

This chapter examines Burma in the two years immediately following independence, when the country was afflicted by overwhelming difficulties: recovery from the war, the outbreak of communist insurgencies, and the beginning of major ethnic civil strife. The United States decided that it was in its own interest, as well as in Burma's, to respond first to the communist threat. For the United States, this was the existential threat to Burma and to the American policy of keeping all of Southeast Asia free. This meant supporting the government of Burma, despite sentimental attraction to the minorities. The Cold War had not yet become entirely globalized, but in Burma, the most important American concern was whether “international communism” would extend its influence into the region.Less
