Chapter 5 focuses on the empirical analysis of financial access at the level of households. Initially, it presents evidence for the availability of financial services in the Indian villages. This is followed by the analysis of evidence for financial access at household level in terms of having bank accounts and availing financial resources for business investment purpose. Empirical analysis indicates that many Indian villages had to have physical access to financial services and a large proportion of households had to have a bank account—a pre-requisite to avail financial services offered by banks. This was reflected in the smaller percentage of households that availed of loan from the formal financial system and their large financial resource gap. One finds wide variation across the states in these two aspects of financial access. The chapter concludes that there exists not only limited financial access but also unequal access across households.Less

This chapter explores the relation between the Rajya Sabha vis-à-vis the Lok Sabha in India as well as the direction and extent to which this relation can be rethought today. It traces the development of the Rajya Sabha and its attempt to carve out a specific domain for itself. The Indian Parliament has gone through three Joint Sittings, the proceedings of which are discussed to assess the impact of the Houses on the quality and nature of the debate. The Lok Sabha has been the pulse of the vitality of Indian democracy and has refused to acknowledge the Rajya Sabha as its intellectual and cultural superior. This chapter also examines the quality of debates in the Rajya Sabha compared with the Lok Sabha, focusing on one issue: the Godhra incident, which shook the foundational principles of Indian polity and called into question the nation's policy on minorities.Less

Chapter Four specifically focuses upon banking services which are broadly recognised as a gateway to financial inclusion. Drawing upon broader debates relating to coping strategies and assets frameworks, the chapter highlights the diverse financial strategies which migrants deploy in order to engender banking inclusion in London. These strategies are shaped by the local and transnational financial, social and civic assets which migrant men and women are able to operationalise. The chapter highlights the legal and illegal nature of migrants' financial practices with the latter including the sharing of identities and the purchase of bank accounts. Finally, the chapter considers the fragility of some of these strategies such that far from engendering financial inclusion, they further erode migrants' assets.Less

This chapter studying the liberalization of transport sectors and the effects of infrastructure development in Turkey first studies the opening up of Turkish transport sectors. Noting that barriers to trade of transport services lead to inefficiencies in service sectors and to high costs of services it discusses how protectionist the trade regimes in Turkey and in those of Turkey’s trading partners are. The chapter discusses the World Bank’s new Services Trade Restrictions Database, the OECD’s Services Trade Restrictiveness Index and the OECD’s Indicators of Product Market Regulations database. The chapter quantitatively determines the tariff equivalents of barriers to trade in both Turkey’s transport sectors and in Turkey’s major export markets using the approach developed by Chen and Novy. It analyses the effects of liberalization in Turkey’s transport service sectors and in Turkey’s major trading partners using a computable general equilibrium model and finally discusses the economic impact of infrastructure development.Less
