From the recruitment of black cadets in the United States Coast Guard Academy to the adoption of new policies that assured the black press equal status at the White House, and the appointment of Negroes to high government offices, JFK made moves that enhanced his standing in the black community. When he found Dixie congressmen balking at his liberal proposals, JFK made compromises so as not to lose their support for his economic and other programs. But despite leaving no new civil rights laws during his term, he captured the heart of black America and went on to become the best-loved president in history.Less
