After providing an overview of SEZs in Haryana, this chapter focuses on the proposed Reliance-Haryana SEZ, a joint venture between the state government and one of India’s leading corporate groups. Notwithstanding localized protests in Gurgaon and Jhajjar districts, opposition to SEZs in Haryana was relatively weak. This chapter examines the reasons for this trajectory, focusing on the recent restructuring of the regional economy and on aspects of state-level politics. Political elites in Haryana are largely from landowning castes, and are relatively well placed to mediate in negotiations between farmers and corporate interests, in stark contrast to many other states. Moreover, state-level policy decisions, such as the provision of floor prices for land and a 33-year annuity for landowners, demonstrate governing elites’ commitment to addressing the underlying motivations for local resistance. The failure of the RHSEZ ultimately to materialize is also analysed.Less

This chapter includes the primary data collected on anganwadis in the NCR, and a study of the interviews of the anganwadi workers in selected areas of the NCR. The chapter is based on qualitative interviews with the workers and helpers of the anganwadis in the selected areas and also includes information and views based on the interviews with anganwadi union leaders. It has a critical analysis of the findings from the primary literature and from the field work. The chapter analyses the issues and concerns raised by the workers and discusses the honorarium, appointments, and issues around other benefits of the workers and also the politics of caste, class and gender around anganwadis, the issue of privatization and NGOization and the rise of Health Hub anganwadis, and so on to see the conditions in which anganwadis are functioning today in the NCR.Less
