Many have long suspected that when America takes up arms it is a rich man's war, but a poor man's fight. Despite these concerns about social inequality in military sacrifice, the hard data to validate such claims has been kept out of public view. The Casualty Gap renews the debate over unequal sacrifice by bringing to light new evidence on the inequality dimensions of American wartime casualties. It demonstrates unequivocally that since the conclusion of World War II, communities at the lower end of the socioeconomic ladder have borne a disproportionate share of the human costs of war. Moreover, they show for the first time that when Americans are explicitly confronted with evidence of this inequality, they become markedly less supportive of the nation's war efforts. The Casualty Gap also uncovers how wartime deaths affect entire communities. Citizens who see the high price war exacts on friends and neighbors become more likely to oppose war and to vote against the political leaders waging it than residents of low-casualty communities. Moreover, extensive empirical evidence connects higher community casualty rates in Korea and Vietnam to lower levels of trust in government, interest in politics, and electoral and non-electoral participation. In this way, the casualty gap threatens the very vibrancy of American democracy by depressing civic engagement in high-casualty communities for years after the last gun falls silent.Less

The four Pacific Basin countries of Taiwan, South Korea, Hong Kong, and Singapore, have each defied the vicious circle of poverty in the post-war years, emerging as dynamic and rapidly growing economies. This book provides a comprehensive analysis of the economic factors that led to the “miracle”. It aims to reveal the sources of economic growth by analyzing the underlying mechanisms and interrelationships of this export success. The authors combine a wide-ranging empirical body of data spanning a full twenty-five years, from the early “take-off” period of the mid-1960s, to the early 1990s with a broad theoretical approach to its analysis. The concept of revealed comparative advantage is utilized. Using Japan's trade performance as a benchmark, this book examines whether the four NICs have gained on or fallen further behind Japan. Not only are detailed product groups examined but such economic factors as specific product characteristics and embodied factor contents are explored. The important issues of intra-industry trade and NIC import-export relationships are also examined, and imports and exports of specific products are forecast. The conclusions reached in this chapter can serve as a guide to likely future developments. The book makes an original contribution by describing international trade data that relates to the evaluation of the extraordinary success of these four countries.Less

This chapter discusses the catch‐up experience of Korea, in which the present intellectual property legislation was established in 1961. Three stylized facts are noted about patenting trend: shift from petty (utility) patents to regular (invention) patents, shift from individual inventors to corporate inventors, and shift of share among patent applications from domestic applicants (when foreigners had little interest in Korean IPRs) to foreign applicants and, in the 1990s, again to domestic applicants. These shifts suggest that Korean firms had accumulated high‐tech capabilities and became sensitive to IPRs by the mid‐1980s. Korean firms, particularly in electronics, invested heavily in R&D to accumulate their own technologies and, having learnt the importance of IPR through a number of patent‐related legal disputes with American and Japanese firms, started to utilize their own IPRs to achieve competitive advantages.Less

This book evaluates the past thirty years of political change in South Korea, including the decision of the authoritarian government to open up the political process in 1987 and the presidential impeachment of 2004. The book uses rational choice theory—which holds that individuals choose to act in ways that they think will give them the most benefit for the least cost—to explain events central to South Korea's democratization process. The book's theoretical and quantitative analysis provides a context for South Korea's remarkable transformation and offers predictions of what the future may hold for developing nations undergoing similar transitions. There are two great mysteries in the political economy of South Korea. How could a destroyed country in next to no time become a sophisticated and affluent economy? And how could a ruthlessly authoritarian regime metamorphose with relative ease into a stable democratic polity? To make sense of these mysteries the book follows two narratives for the period from 1945 to 2000. One is about social policy from its feeble roots in poor relief in the colonial period, early land reform, and the influx of foreign voluntary agencies in the first years of independence. And the second one is about the state and its shifting foundations in democracy, cronyism, chaebŏl capitalism, and dictatorship. South Korea took off to modernization in the authoritarian period. The authoritarian leaders created a Janus-faced state, which used hard power in the controlling of forces from below but in governance the softer strategy of mobilizing social forces into its design. There is no support in The Korean State for the theory that authoritarianism is conducive to development but every support for the theory that state leadership, authoritarian or not, depends on the mode of governance. Authoritarianism usually results in the crushing of civil society, but the South Korean brand inadvertently left a legacy of vibrant civil society institutions. Dismantling the hard power apparatus of the state still left the governance part intact. That part of the state the democratic rulers who came in when the authoritarian ones were overthrown could put to work for their purposes with little difficulty. This book is about many things: development and modernization, dictatorship and democracy, state capacity and governance, social protection and welfare states, and Korean history. But finally it is about lifting social policy analysis out of the ghetto of self-sufficiency it is often confined to and into the center ground of hard political science, where we think it belongs.Less

This chapter identifies the mechanisms used by Korean companies for success and their implications for Latin American firms. Yuhan-Kimberly, a joint venture company established between Kimberly-Clark, a multinational firm based in the US, and Yuhan Corporation, a Korean pharmaceutical company, is studied. Since 1985, Yuhan-Kimberly has practiced innovation, ethics, corporate social responsibility, and environment management, while upholding the corporate philosophy of one of its parent companies, Yuhan Corporation. As a result, Yuhan-Kimberly has beaten Korea-based global firms such as Samsung Electronics Co. and Hyundai Motors Co. to become the most respected company of the Korean people. In addition, it ranked first in market dominance, a status that could only be earned through a combination of market share and customer loyalty. Thus, the company has set a new benchmark for sustainable management. This chapter examines the success factors of Yuhan-Kimberly using the SER-M model to redefine the concept of ‘sustainable management’ and study the mechanism of its management. Three factors are identified as components of the mechanism: the composition of factors, the sequence of factor deployment, and the timing of sequence in the factor deployment.Less

The US and the Western European countries certainly had their differences over various European questions, but all debate took place against the background of a Soviet threat that disturbed the entire ‘free world’ and a NATO framework that had been established to deal with this threat. However, disagreements over out‐of‐area disputes (i.e. disputes outside the area covered by core Article 5 of the NATO treaty) between the US and many Western European countries were even more frequent and the common framework much weaker. At the beginning of the post‐war period, the US definitely saw itself as an anti‐colonial power, and its strong anti‐colonial views spurred progress towards independence not only for India and other British colonial territories, but also for those of other European colonies. The different sections of this chapter look at the changing nature of America's colonial policy, particularly in the face of prospects that communists might take control of a former European territory, and at its increasing role in other out‐of‐area questions, over the period 1945–1975. The areas discussed are East Asia (French Indo‐china, China, and the Korean and Vietnamese wars), the Middle East, and Southern Africa and Cuba. In addition a whole separate section is devoted to the Vietnam conflict, and another to the various disputes that led the Nixon administration to pronounce 1973 the ‘Year of Europe’ in an effort to bring the US and Western Europe close after a period of dispute that had involved, in particular, American support to Israel.Less

The areas discussed are East Asia (French Indo‐china, China, and the Korean and Vietnamese wars), the Middle East, and Southern Africa and Cuba. In addition a whole separate section is devoted to the Vietnam conflict, and another to the various disputes that led the Nixon administration to pronounce 1973 the ‘Year of Europe’ in an effort to bring the US and Western Europe close after a period of dispute that had involved, in particular, American support to Israel.

The greater the gap between democratic ideals and reality, the greater the resulting tension. This chapter presents a model of tension in a new democracy and applies it to the Republic of Korea (South Korea), drawing on survey data from the 1997 New Korea Barometer. South Korea is particularly suitable for intensive analysis, since the level of mass education is high and commitment to democratic ideals is also high, yet the introduction of free elections in 1987 has produced a succession of presidents whose actions in government have fallen well short of the democratic ideal, leading to convictions on corruption charges. The political fallout of the abuse of power for personal gain was exacerbated in 1997 when the government faced the national humiliation of relying on the biggest International Monetary Fund loan in history to avoid financial collapse and the chapter concludes by considering demand‐driven pressure for reform.Less

Broken Voices is the first English-language book on Korea’s rich folksong traditions, and the first study of the effects of Japanese colonialism on the intangible heritage of its former colony. Maliangkay demonstrates that South Korea’s cultural preservation system, one of the world’s most elaborate, is deeply rooted in the period of Japanese colonial rule. He describes how the three largest folksong traditions, which have all been passed on in and around Seoul, have developed prior to and after becoming recognized as national cultural properties. Although continued government funding for Korea’s national heritage has won over many skeptics, close analysis of the traditions reveals that they have changed significantly since their official designation as Important Intangible Cultural Property. Those changes are, however, not caused by the prevailing image of Japan only, or the system per se, but by a combination of socio-political and economic factors. Since traditions that fail to attract practitioners and audiences are unsustainable, compromises may be unwelcome, but imperative.Less

This chapter documents changes in business groups in Korea after the crisis. When the financial crisis hit Korea, thirteen of the top thirty chaebols went technically bankrupt. This chapter argues that although the Korean government did abolish intra-group debt guarantee practices, its heavy-handed approach to forcing chaebols to swap businesses so that each chaebol would focus on a few core businesses failed completely. The government’s effort to force chaebols to reduce debt-equity ratios was hindered after chaebols merely revalued their assets and bought new equity issues by other affiliates. This chapter argues that more fundamental restructuring of Korean business groups will occur only when corporate governance systems and accounting transparency are improved. Foreign investors and creditors, as well as banks that became larger and more powerful through several mergers, will induce chaebols to restructure further. In addition, intensified international competition, not government intervention, will force chaebols to reduce unrelated diversification.Less

Paying particular attention to the organizers' use of an Asian regionalization strategy, the book reveals how the festival staked out a unique and influential position within a rapidly changing global landscape. Little empirical research has been conducted to date on non-Western film festivals, though PIFF and Tokyo and Hong Kong have swiftly grown more exciting and influential as testing grounds for global cinema innovations. The initiation, development and growth of PIFF should be understood as resulting from productive tensions in the festival's efforts to serve local, regional and national constituencies. The book also reflects the complexities of rapid transformation in the South Korean film industry as it has reached out to the global market since the late 1990s.Less

Konrad Boehmer is the composer of numerous electro-acoustic, stage and instrumental works, a distinguished teacher of composition, music history and theory, and a prodigious writer on music, politics, and society. This chapter recounts his close involvement in the early 1970s with student communist parties in Germany and the Netherlands, and the questions that this involvement raised for his own compositional activities. Whilst the activism of these parties was in many ways naïve and short-sighted, the problems which they sought to address have only become more severe, a situation that today poses almost intractable difficulties for composers wishing to pursue independent and socially meaningful aesthetic production.Less

This chapter describes the most important human rights story since the end of the Cold War, the growth in the U.S. of a broad movement for international human rights that draws in evangelicals, Catholics, Jews, Buddhists, Baha’is, African-Americans, and feminists. This movement has pushed successfully for legislation and active policy on international religious freedom, Sudan, sexual trafficking, debt forgiveness, AIDS, and North Korea. Despite its repeated successes, it has often been ignored by journalists, or else its programs and personnel have been misstated, so that the broadest coalition in foreign policy is sometimes reduced to the purported politics of the “Christian right.” The result is that this major evolution in American human rights concerns and in U.S. foreign policy has been missed or misunderstood.Less
