This chapter examines the operation of systematic gradualism in the 1970s. It focuses on two committees: the Standing Scientific Liaison Committee of 1971 and the Independent Scientific Committee on Smoking and Health (ISCSH), which replaced it in 1973. The operation of those two committees illustrates the rise of the rational expertise-based model within government and specifically within health policy. The chapter examines the changing relationship between expertise and the state as expressed through the rise of a new style of expert committee in the 1970s. It also considers the changing definition of tobacco as a substance and the tensions between its regulation as a drug or as a medicine.Less
