Social indicators are an important tool for evaluating a country's level of social development and for assessing the impact of policy. Such indicators are already in use in investigating poverty and social exclusion in several European countries and have begun to play a significant role in advancing the social dimension of the EU as a whole. The purpose of this book is to make a scientific contribution to the development of social indicators for the purposes of European policy‐making. It considers the principles underlying the construction of policy‐relevant indicators, the definition of indicators, and the issues that arise in their implementation, including that of the statistical data required. It seeks to bring together theoretical and methodological methods in the measurement of poverty/social exclusion with the empirical practice of social policy. The experience of member states is reviewed, including an assessment of the National Action Plans on Social Inclusion submitted for the first time in June 2001 by the 15 EU governments. The key areas covered by the book are poverty, including its intensity and persistence, income inequality, non‐monetary deprivation, low educational attainment, unemployment, joblessness, poor health, poor housing and homelessness, functional illiteracy and innumeracy, and restricted social participation. In each case, the book assesses the strengths and weaknesses of different indicators relevant to social inclusion in the EU, and makes recommendations for the indicators to be employed. The book is based on a report prepared at the request of the Belgian government, as part of the Belgian presidency of the Council of the EU in the second half of 2001, and presented at a conference on ‘Indicators for Social Inclusion: Making Common EU Objectives Work’ held at Antwerp on 14–15 Sept 2001.Less

In the last decades, rights to social assistance benefits have become more conditional. Governments in Europe, as in other welfare states, have sought to ‘activate’ their unemployed citizens by requiring them to participate in mandatory work programmes. This chapter examines how liberal and communitarian thinkers have justified or rejected welfare-to-work (WTW) policies within social assistance systems and how these policies have been legitimised by key notions of inclusion, responsibilisation, employability and empowerment, which correspond with liberal and communitarian justifications of WTW. Drawing on critical socio-legal literature, the authors question these justifications and clarify their decision to explore WTW from a threefold normative perspective that takes into account: 1) power relations and human social rights (the legal perspective); 2) lived experiences within WTW relationships, including endemic power asymmetries and perceptions of justice (the sociological perspective); and 3) the republican theory of non-domination (the philosophical perspective). The last part of this chapter introduces the chapters of this book.Less

In designing indicators for use in the EU monitoring process, a great deal can be learnt from the experience of member states in their national policies to combat social exclusion. Ch. 3 reviews, country by country, social indicators from a member state perspective, with the aim of illustrating the range of current practice in the use of social indicators in the field of social inclusion, rather than providing a comprehensive assessment. Member states differ in the degree to which they have embarked on strategies aimed at promoting social inclusion that already include explicit targets and indicators against which to measure the effectiveness of policy, and for this reason, the amount of space allocated to each country varies. In each case, however, the National Action Plan on Social Inclusion (NAPincl) submitted to the European Commission in June 2001 is discussed from the viewpoint of the method by which the plans were produced, their relation with previous policy formation, the use made of the seven indicators proposed by the Commission, and other indicators employed by member states that seem of wider interest, particularly where they relate to fields not covered by the Commission's indicators. The countries included in the review are Belgium, Denmark, Germany, Greece, Spain, France, Ireland, Italy, Luxembourg, the Netherlands, Austria, Portugal, Finland, Sweden, and the UK.Less

This book provides an in-depth analysis of the EU Social Inclusion Process, the means by which it hopes to meet this objective, and explores the challenges ahead at local, regional, national, and EU levels. It sets out concrete proposals for taking the Process forward, and provides an analysis of policy formulation and assessment. Setting out the evolution and current state of EU cooperation in social policy, the book examines what can be learned about poverty and social exclusion from the EU commonly agreed indicators. Taking the position of outside, but informed, observers, the authors explore the further development of the common indicators, including the implications of Enlargement, and consider the challenges of advancing the Social Inclusion Process – strengthening policy analysis, embedding the Process in domestic policies, and making it more effective. This chapter discusses different concepts of vulnerability and reviews the policies of European countries to overcome vulnerability. The main thesis is that the current situation gives rise to prerequisites for vulnerability and that the type and number of disadvantaged groups is increasing. Special attention is paid to the Roma – the most at-risk ethnic minority in Europe. A key focus of the chapter is that tackling vulnerability and minimizing it is the result of policies at different levels - European, national, regional. The chapter puts forward a review of the most recent key policy measures for equal education opportunities and social inclusion targeting at-risk groups. Various aspects of adopted policy interventions for stimulating social and LLL inclusion are illustrated, and supplemented by a critical analysis in different EU countries. The conclusion is that the required strategic actions targeting educational equity for marginalized social groups have been indeed formulated by the stakeholders; yet, certain shortcomings have been noticed and these are primarily linked to practical implementation of the national documents into real actions.Less

Punishment and Inclusion: Race, Membership, and the Limits of American Liberalism, gives a theoretical and historical account of the pernicious practice of felon disenfranchisement, drawing widely on early modern political philosophy, continental and post-colonial political thought, critical race theory, feminist philosophy, disability theory, critical legal studies, and archival research into 19th and 20th state constitutional conventions. It demonstrates that the history of felon disenfranchisement, rooted in post-slavery restrictions on suffrage and the contemporaneous emergence of the modern “American” penal system, shows the deep connections between two political institutions often thought to be separate: punishment and citizenship. It reveals the work of membership done by the criminal punishment system, and at the same time, the work of punishment done by the electoral franchise. Felon disenfranchisement is shown to be a symptomatic marker of the deep tension and interdependence that persists in democratic politics between who is considered a member of the polity and how that polity punishes persons who violate its laws. While these connections are seldom deployed openly in current debates about suffrage or criminal justice, the book shows how white supremacy, a perniciously quiet yet deeply violent political system, continues to operate through contemporary regimes of punishment and governance.Less

They point to the constitutions on the Church (Lumen Gentium) and on the Church in the modern world (Gaudium et Spes), which emphasize lay participation and condemn all kinds of discrimination. Inserting themselves into the logic of the Council, they deliberately want to stay within the Church, even though they currently live under excommunication. This essay, therefore, raises in very interesting ways the question of interpretation and interpretative authority. This chapter focuses on English and on its presumably most typical exceptive marker: except. Except can be inserted in sentences in several different positions. The distinction between free and connected exception phrases is discussed. This chapter also casts some doubt on the so-called Inclusion Condition and the Negative Condition (in its various versions), arguing that these are often too strong, but suggests a principle of exception conservativity that seems to hold generally. The so-called Quantifier Constraint, which says that only the quantifiers every and no admit exceptions, is examined.Less

The book explores the question of social inclusion and trade union responses to immigration in the European context, comparing the Netherlands, Spain and the United Kingdom. Drawing on in-depth qualitative research the book focuses on how trade unions - particularly more established and institutionalised trade unions - respond to immigrant workers and what they perceive to be the important points of renewal and change that are required for a more integrated and supported immigrant community to emerge. The book also considers the role of European level trade union relations on the question of immigration and how trade unionists have attempted to deal with very different national configurations of trade union action. The book argues that we need to appreciate the complexity of trade union traditions, paths to renewal and competing trajectories of solidarity. While trade union organisations remain wedded to specific trajectories, trade union renewal remains an innovative if at times problematic set of choices and aspirations.Less

If poverty is a matter of resources, then the way to deal with poverty is to increase people’s resources, either directly – providing money, goods and services – or indirectly, for example by promoting employment so that people can earn more resources. From a relational perspective, anti-poverty policies have to advance people’s integration into social networks, for example relationships of work, family, education and ethnicity – and reduce vulnerability, through human development and systems of social protection.Less

The book concludes by addressing how formal schooling for many African Americans is still an avenue for upward mobility in a U.S. society very much grappling with race and racism. The decisions African Americans make about schooling are not simple, and black families struggle with the many variables that affect black students’ academic, social, psychological, and emotional outcomes. As African Americans continue to face dilemmas about schooling options and endure gaps in access to equitable public schools, they sometimes believe that historically white private schools are the better choice for their children. Yet racism and racial matters transcend school type, and many are challenging school cultures, no matter the type of institution, to be more inclusive and diverse.Less

Although heritage conservation is widespread, with a set of internationally agreed principles defining its theory and practice, deciding what and whose heritage to include in conservation policies still courts controversy. Some groups within society perceive heritage as something of and for others characterising a lack of sense of ownership and inclusion. In heritage conservation young people are usually regarded as the future generation, a state that undermines their visibility as citizens of today and inclusion of their values in policy and practice.Concentrating on the case of the city of Pelotas, in Brazil, this paper investigates the responsiveness of heritage conservation policy to the values of young people. The research posited that, despite some one-off projects that sought to involve the group in traditional heritage, young people were still invisible with scarce possibilities for exercising active citizenship to demand responses to their values in the adult world of heritage. A mosaic approach to data collection was adopted including the use of a collaborative participatory arts technique involving the researcher, young people and teachers in a local school. The technique was discussed as a tool for questioning traditional values and developing critical minds.Less

Chapter 9 describes the indicators and the analytical framework used to analyse child poverty in the European Union. Comparative analysis is used to identify the main drivers of monetary poverty among families with children in the rich EU countries. It reveals that different factors prevail across countries of the Europe Union depending on how well parents are integrated in the labour market, and how much support is available to families with children. The indicators used are those that have been developed and agreed upon in support of the EU policy coordination process in the field of social inclusion policy. The chapter discussed the potential value added of politically agreed indicators and comparative analytical frameworks for evidenced based policy making.Less

This publication assists teachers with the task of creating opportunities for students with autism spectrum disorder (ASD) by examining research findings on how such students responds to educational environments and proposing teaching interventions through music. . Chapter 1 examines the ways in which ASD influences students’ behaviors, and offers suggestions for creating educational environments that mediate these behaviors. Chapter 2 discusses issues related to planning musical experiences . Chapter 3 provides an overview of pitch perception and reproduction in individuals with ASD, and suggests practical interventions that teachers may use when engaging these students through songs and singing. Chapter 4 uses music listening to promote receptivity and joint attention among children with ASD and their caregivers. Chapter 5 begins with a review of research that profiles the challenges encountered by children with ASD in motor development, and then suggests instructional strategies that help students refine motor proficiencies through music. Chapter 6 presents an overview of the benefits of playing instruments, and describes educational interventions that facilitate the use of percussion instruments with these students. Chapter 7 combines activities described in the previous chapters with storytelling and drama to create holistic experiences called Musical Narratives. As a whole, these chapters form a comprehensive resource, guiding the development of educational programs that motivate students with ASD toward active engagement through music.Less

This chapter claims that Martin Luther King’s “Time to Break the Silence” speech, delivered in 1967 at Riverside Church in New York, presents a vision of civil rights that exceeds, both morally and politically, commonly-held definitions of civil rights and also disrupts commonly-held conceptions of King’s ethics and politics. The obscurity of this speech, especially in relation to King’s “I Have a Dream” speech that is widely embraced and celebrated, is because it reveals a King who openly opposes our worldview and wants to end the status quo. This King is advancing a much bolder and revolutionary notion of justice. In this regard, viewing King’s vision of civil rights from the perspective of “I Have a Dream” speech diminishes our understanding of King and impoverishes the struggle for justice and civil rights.Less

This chapter introduces the concept of organisational violence to examine the consequences of gendered racism. It illuminates the ways organisations become inhospitable spaces for diversity. Specifically, the chapter demonstrates how diversity management has gradually supplanted social justice agendas through a capitalist logic. Despite the modest gains of diversity initiatives, recent backlashes against diversity highlight the significant hostility towards change in white patriarchal organisations and societies. Considering that much of what is written about diversity centres on the figure of a white male leader who extends inclusion to the Other, the chapter interrogates how dominant assumptions and practices of diversity can ultimately harm those who diversity initiatives are said to benefit.Less
