This chapter analyses the Raglan era from 1902 to 1919. The chapter specifically explores the governorship of Lord Raglan in the Isle of Man. His appointment as Lieutenant-Governor had co-occurred with the beginning of the campaign of House of Keys Constituency Boundaries for constitutional reform. This chapter offers an impetus to the cause of constitutional change. It also looks at Raglan's decision to resign. He immediately resigned after the end of the First World War as the Island was about to start a major programme of constitutional, electoral and social reform. From 1914 to 1919 the war led to radical change in the pattern of public spending. There was an increase in spending prior to the war and again by 1918/19.Less

It describes the changing role of the government in Manx society during this period and the transition of the island from strict colonial rule to self-government. The chapter highlights the passage of the Isle of Man Act 1958, which led to the creation of an Executive Council and the removal of the British Treasury control, and also discusses the constitutional reforms made by the House of Keys during the 1960s and 1970s.Less

This chapter explores the Island's position during the latter part of the nineteenth century. It shows that the efforts by the House of Keys and Sir Henry Loch who had been appointed Lieutenant-Governor resulted in the changes in 1866. One of these changes was the improved role for Tynwald. This chapter also discusses the 1897 general election, which leads to the recruitment of members to serve in the House into the new century. It reviews social interventions of the state. Some of these include Poor Relief Act of 1888, Elementary Education Act of 1872, Douglas Waterworks Act 1834, Bread, Flour and Corn Act 1880, and Castletown Town Act 1883. A rough approximation of the levels of revenue and expenditure on the Isle of Man is also addressed.Less

It analyses three broad aspects of twentieth-century political development: constitutional progress towards self-government, elections and public policy and the changing role of the state in Manx society. One of the most important political changes the study addresses is the gradual ascendancy of the directly elected House of Keys in Manx politics. The book concludes with a look at the final two decades of the century, a period of population growth and unprecedented prosperity for the small offshore island.Less
