This chapter explores how a transatlantic network of sympathetic businessmen and fundraisers, journalists and politicians, policy experts and academics grew and spread neoliberal ideas between the 1940s and the 1970s. These individuals were successful at promoting ideas through a new type of political organization, the think tank. The first wave of neoliberal think tanks were set up in the 1940s and 1950s and included the American Enterprise Institute and the Foundation for Economic Education in the United States, and the Institute of Economic Affairs in Great Britain. A second wave of neoliberal think tanks were established in the 1970s, including the Centre for Policy Studies and the Adam Smith Institute in Great Britain, and the Heritage Foundation and the Cato Institute in the United States.Less

This chapter examines how public and private actors are using litigation, regulation, and international law to influence federal climate policy. It begins by reviewing past and present climate change litigation in the US to suggest the role of litigation in shaping federal climate policy. It then explores the varied ways in which domestic and foreign citizens are attempting to use existing domestic legal and regulatory regimes and international legal mechanisms to compel the US federal government to limit domestic greenhouse gas emissions. The chapter concludes by examining how domestic and international efforts to use litigation and regulation coupled with on-going sub-federal legal and political initiatives influence climate policy in the US.Less

In contrast with MGs, public support for preserving the built heritage relies particularly on expert opinion on deciding the range of choice. The responsibility for choice is onerous because experts such as architects and town planners may profoundly disagree amongst themselves about the ‘value’ of the built heritage in its various manifestations. Particular problems that have to be faced are (i) the extent to which artefacts should be restored; (ii) whether adaptation should be made for modern use of the properties; and (iii) the classification of artefacts according to their importance. Assigning the responsibility for identification of the built heritage to experts gives rise to considerable public debate. Their recommendations entail interference with private property rights in historic buildings, and may not accord with those derived from the tastes and preferences of domestic or overseas visitors expected to pay for their upkeep.Less

In contemporary international law, the tension between the public interest in safeguarding cultural heritage and private property rights — including investors' rights — is often hard to settle, as full realization of one of them may inescapably lead to sacrificing the other. Although this tension is resolved by domestic legislations through solutions that are sometimes quite heterogeneous, a considerable practice has evolved at the level of international investment arbitration, which allows some conclusions to be drawn concerning the existence of certain general principles of law regulating the interaction between the two values in question. In particular, certain restrictions to private property rights are legitimate for safeguarding cultural heritage, provided that they are applied in a proportional and non-discriminatory manner and investors are granted just compensation or financial aid and access to effective judicial remedies.Less

During the New Kingdom (c. 1570–1070 bce), the Valley of the Kings was the burial place of Egypt's pharaohs, including such powerful and famous rulers as Amenhotep III, Rameses II, and Tutankhamen. They were buried here in large and beautifully decorated tombs that have become among the country's most visited archaeological sites. The tourists contribute millions of badly needed dollars to Egypt's economy. But because of inadequate planning, these same visitors are destroying the very tombs they come to see. Crowding, pollution, changes in the tombs’ air quality, ever-growing tourist infrastructure—all pose serious threats to the Valley's survival. This volume, the result of twenty-five years of work by the Theban Mapping Project at the American University in Cairo, traces the history of the Valley of the Kings and offers specific proposals to manage the site and protect its fragile contents. At the same time, it recognizes the need to provide a positive experience for the thousands of visitors who flock here daily. This is the first major management plan developed for any Egyptian archaeological site, and as its proposals are implemented, they offer a replicable model for archaeologists, conservators, and site managers throughout Egypt and the region. Published in both English and Arabic editions and supported by the World Monuments Fund, this critical study will help to ensure the survival of Egypt's patrimony in a manner compatible with the country's heavy reliance on tourism income.Less

Built around the concept of heritage diplomacy, Geocultural Power explores this question, arguing that through the Silk Roads China is reviving a theater of geopolitics and great power accumulation, and the idea of a harmonious Asia that prospers from international trade and cross-cultural dialogue. The Republican Party took a beating in the elections of 2006 and 2008. And though it is likely to recover much lost ground in this year's mid-term election, the party—and indeed conservatism generally—have yet fundamentally to repair a tarnished brand. This chapter asks whether conservative think tanks played a part in the GOP's setbacks of recent years. It argues that the role of think tanks was different and more complex than has widely been supposed. Conservative policy intellectuals contributed to both the disappointments and the achievements of Republican administrations, but more consequentially to the latter. That record is of limited consolation, however, since voters tend to punish failures more than reward successes.Less

Hong Kong’s approach to heritage conservation has focused on saving an old building here and there with little or no regard to its surroundings. Recent public debates challenging proposals to demolish the former Central Government Offices on the historic site known as ‘Government Hill’ have highlighted this problem and, for the first time, acknowledged that the heritage value of the buildings is enhanced by their contribution to the broader ‘cultural landscape’.
Not all of Hong Kong’s heritage cultural landscapes have been so fortunate. The title evokes an image of valuable items that have been lost or overlooked and, unless efforts are made to search for and retrieve them, may be thrown away altogether.
To inspire a more effective approach to heritage conservation in Hong Kong, Landscapes Lost and Found traces the origins of the cultural landscape concept and, using a variety of urban and rural case studies, illustrates how it can be applied in interpreting and protecting the city’s rich and often undervalued natural and built heritage resources.Less

Drawing on the founding principles of anthropology, Archaeologies of Listening demonstrates the value of cultural apprenticeship, an almost forgotten part of archaeological practice. The authors argue that epistemic humility is central to creating relationships of equality and mutuality, critical components in an anthropological archaeology that overcomes a narrowly scientific approach. By embracing a humanistic perspective with people-centric practice and ethics, this volume points the way to reawakening the core principles of anthropology in community archaeology and heritage studies.Less

The topic of Legitimate and Illegitimate Violence in Islamic Thought (LIVIT) calls for an interdisciplinary, comparative and historical approach. This has been the underlying methodological assumption within the project which bore this name. Amongst the products of that three-year project is a series of collected studies by established and emerging scholars in the field, examining how Muslim thinkers have conceptualised violence and categorised (morally and legally) acts of violence. In this opening chapter, István Kristó-Nagy first explores how violence in Islamic thought can be set against a wider consideration of violence in human history. It is this comparative perspective which contextualises not only this volume, but also the two subsequent volumes in the LIVIT series. In the second half of this chapter, Robert Gleave explains how this volume is structured, addressing the different approaches used by the contributors, and examines the different ways in which violence can be categorised.Less

The Colourful Heritage Project (CHP) is the first community heritage focused charitable initiative in Scotland aiming to preserve and to celebrate the contributions of early South Asian and Muslim migrants to Scotland. It has successfully collated a considerable number of oral stories to create an online video archive, providing first-hand accounts of the personal journeys and emotions of the arrival of the earliest generation of these migrants in Scotland and highlighting the inspiring lessons that can be learnt from them. The CHP’s aims are first to capture these stories, second to celebrate the community’s achievements, and third to inspire present and future South Asian, Muslim and Scottish generations. It is a community-led charitable project that has been actively documenting a collection of inspirational stories and personal accounts, uniquely told by the protagonists themselves, describing at first hand their stories and adventures. These range all the way from the time of partition itself to resettling in Pakistan, and then to their final accounts of arriving in Scotland. The video footage enables the public to see their facial expressions, feel their emotions and hear their voices, creating poignant memories of these great men and women, and helping to gain a better understanding of the South Asian and Muslim community’s earliest days in Scotland.Less

Indigenous communities are today active participants and players in the identification, management, research, interpretation, and preservation of their heritage. The development of the Seminole Tribe of Florida Tribal Historic Preservation Office (THPO) is explored as a case study in the generation of tribal capacity to struggle with the huge number of heritage management questions that challenge native stakeholders. Operating from the Big Cypress Seminole Indian Reservation, the THPO project is a function of Tribal sovereignty. On-reservation, Tribal archaeologists work within Tribal and federal laws while attempting to redefine archaeology as a community-oriented exercise that empowers indigenous heritage management and relevancy for new generations of Tribal members. Off-reservation, the THPO must engage with federal and state entities across ancestral, aboriginal, and ceded lands that today compose more than nine modern states. This engagement is international in scope when NAGPRA is considered. In South Florida the Tribe is uniquely situated at the center of Everglades Restoration, attempting to insert culture into a dialogue thus far dominated by biologists. The resultant chapters provide a unique perspective that demystifies and demonstrates the diversity of mission lead objectives that characterize the THPO within Tribal government in the twenty-first century.Less

Pierre Sintès concludes with a discussion about the discourses around identity in relation to the diversity and polyphony of ‘memory’ in Greece. The strengthening of transnational links is enabled by the increase in mobilities and migration on the one hand, and their adaptation to a particular form of consensus concerning minority expression on the other. Such a movement occurs again at the expense of individual memories and their inevitable plurality. Alongside this movement, there is a strengthening of nationalist discourses and results in a paradoxical radicalisation which often contradicts transnational, minority or local narratives through combatting their plurality, leading to a standardisation of discourses and representations that conform to received canons of correct local or minority expression. Sintès’ work explores the unanimity of nationalist parties and minority representation through an analysis of the role of institutions such as the European Union in diluting the complexities and diversity of Greece’s past to render them legitimate items for promotion and development in the cultural economy.Less

In Agrinion, Greece, HarilaosPapapostolou apprenticed with a traditional psaltis, or chanter, at age five, and mastered the enormous repertoire that composed the liturgical cycle. He became the head chanter of the cathedral, founded and directed a musical conservatory, and directed performances of sacred and secular music on radio and in public concerts. In the mid-1960s, he became head chanter at St. Sophia Cathedral in Washington, D.C., where he remained for 32 years. In the U.S., Papapostolou played a large part in the revival of Byzantine chant, which is rooted in the music of medieval Byzantium, taught dozens of apprentices and offered public demonstrations. He received a National Heritage Fellowship in 1998.Less

Peter Kyvelos was a Greek American master luthier who opened Unique Strings in Belmont, MA in 1971. Though he repaired many Western chordophones, his greatest artistry was crafting the oud, the short-necked plucked lute found throughout Greece, Turkey, West Asia, and North Africa. Kyvelos was widely accepted as the premier maker of the instrument in the western hemisphere. He had acquired his first oud at 16 and performed professionally in California during the 1960s. In 2001 Kyvelos was awarded a National Heritage Fellowship as an instrument maker.Less

The forts built from the early seventeenth century onwards, the ships that defended Macau's waters, the weapons that armed the facilities and the soldiers and sailors who manned them all are detailed in this book. These forts, cannon and small arms were a familiar part of society for hundreds of years, and a significant part of Macau's heritage. Macau is fortunate in having so many artifacts remaining, but very little research has been done on them. The book addresses this gap by identifying many rare and unique weapons. More than 200 illustrations, many in color, serve as a visual record of what has survived. Some of the forts are included among Macau's World Heritage sites.Less
