Silicon Valley has been considered as the model that societies must imitate to succeed in the information age. However, recently another alternative has attracted strong international interest: the Finnish model. This is equally dynamic in technological and economic terms, but combines the information society with the welfare state. This book looks at what the Finnish model really is. The chapters analyse the factors that have enabled Nokia to become the world's leading telecommunications company, for example, and Linux to become the biggest challenger to Microsoft in the operating systems market. They discuss the development of Nokia and the Finnish innovation model, with important lessons for businesses and national technology policies. However, the Finnish model's most radical and interesting feature is its attempt to combine technological and economic success with social justice and equality. The book shows how Finland has uniquely created a ‘virtuous cycle’ out of the information society and the welfare state: the successful information society makes the continued financing of the welfare state possible and the welfare state generates well-educated people in good shape for the information society's continued success. This model has significant implications for all societies where policy debates about the information society and/or public policy are on the agenda. Ultimately, the Finnish model proves that there is no one model for the information age, but that there is room for different policies and values.Less

This chapter discusses the catch‐up experience of Nordic countries — Denmark, Norway, Sweden, and Finland — which stretches back at least to the late eighteenth century, gathered force in the mid‐nineteenth century, and extended into the late nineteenth and early twentieth centuries. The patent system began relatively early, which facilitated inward technology transfer in two ways: first, via foreign patenting in the Nordic region and, second, via patent systems (“imported patents”) that permitted Nordic citizens to appropriate foreign‐developed inventions. However, there were many methods of acquiring and developing intellectual property, including societies, foreign work experience, immigration, exhibitions, and industrial espionage, and many ways to protect it. The chapter thus emphasizes the broader dimensions of learning and the creation of knowledge assets, and therefore the need to set IPRs within a wide context of knowledge creation.Less

Since the early 1980s, the regime type of the Finnish political system has gradually mutated, because of the complementary processes of de-presidentialization and re-presidentialization. The former entailed the erosion of the formal prerogatives of the President and a switch from a semi-presidential towards a parliamentary type of executive. This process culminated in the coming into force of a totally new constitution in 2000. Re-presidentialization, in turn, consists of the growing power of the Prime Minister within the newly parliamentarized political executive. Most of the causes of the de facto ‘re-presidentialization’ of Finnish politics are structural rather than contingent. The internal activities of political parties have declined as they have transformed themselves into modern electoralist organizations, and the autonomy of the leaders from their parties has increased. Partisan dealignment and ideological convergence between the parties has made space for the personalization of politics. The personalization of politics, in combination with the declining role of party organizations, enhances the autonomy of party leaders within their own parties. In contemporary Finland, the leaders with the strongest presidential capacities contest the premiership rather than the presidency.Less

This chapter discusses Enlightenment travel writings on Siberia as well as contributions from Romantic writers and scholars, who laid the foundations of shamanism studies. Among them are such pioneers of shamanology as Orientalist Dorji Banzarov and Finnish folklore scholars and writers. Although inspired by different intellectual and cultural ideals, all of them found tribal spirituality attractive and worthy of recording. Wilhelm Radloff, one of the prominent representatives of European Romantic Orientalism, is a Russian-German linguist and ethnographer who pioneered shamanism studies and wrote a book that remained the major source on “classical” shamanism for Western audiences until 1900. The word shaman originated from the language of the Tungus (Evenki), one of the Siberian indigenous groups. Russian settlers in Siberia chose this expression and eventually began to apply it to all native spiritual healers. Russian-educated people learned about Siberian shamans from original or translated writings of Western explorers of Siberia.Less

Semi‐presidentialism is an increasingly popular form of constitutional government. Semi‐presidential regimes can now be found in Western Europe, in Austria, Finland, France, Iceland, Ireland, and Portugal, in Central and Eastern Europe, including Bulgaria, Lithuania, Poland, Romania, Russia, Slovenia, and Ukraine; in Asia, in places such as Mongolia, South Korea, and Sri Lanka; and elsewhere in, e.g. Guyana, Haiti, Angola, and Namibia. By definition, all of these countries share a similar set of basic constitutional features, namely, a directly elected fixed‐term president and a prime minister who is responsible to parliament. However, the main observation to be made about them is that the exercise of political power varies greatly from one to another. For example, in some countries (particularly France), the president is usually the dominant political actor; in other countries (such as Finland), there is a sometimes uneasy balance of power between the president and prime minister; in yet others (notably Ukraine), the president and parliament share powers; and finally, in others still (including Austria, Iceland, and Ireland), the president is merely a figurehead and the prime minister dominates the decision‐making process. Because of the very varied forms of political leadership that occur across these institutionally similar countries, some writers have dismissed the concept of semi‐presidentialism, but in fact, though, it provides a perfect opportunity to study the general question of why political systems function in the way they do and to examine the relationship between particular constitutional arrangements and different forms of political practice. This book examines the politics of semi‐presidentialism in 12 European countries (all those listed above except for Portugal), and the constitutional powers of political leaders, the role of political parties, and the importance of past precedent. Ch. 1 provides a background to the study of the concept and a framework for the analysis of semi‐presidential regimes. This framework is then applied to the politics of individual European countries in the following chapters. In the conclusion, the lessons of these chapters are reviewed and the future of semi‐presidential studies is considered.Less

This book is one in a series (Comparative Politics) for students and teachers of political science that deals with contemporary issues in comparative government and politics. It examines political parties in contemporary democracies, asking how relevant and vital they are, whether they fulfill the functions that any stable and effective democracy might expect of them, or whether they are little more than moribund anachronisms, relics of a past age of political life, now superseded by other mechanisms of linkage between state and society. The book addresses these questions through a rigorous comparative analysis of political parties operating in the world's advanced industrial democracies. Drawing on the expertise of a team of internationally known specialists, the book engages systematically with the evidence to show that, while a degree of popular cynicism towards them is often chronic, though rarely acute, parties have adapted and survived as organizations, remodelling themselves to the needs of an era in which patterns of linkage and communication with social groups have been transformed. This has enabled them, on the one hand, to remain central to democratic systems, especially in respect of the political functions of governance, recruitment and, albeit more problematically, interest aggregation. On the other hand, the challenges they face in respect of interest articulation, communication, and participation have pushed parties into more marginal roles within Western political systems. The implications of these findings for democracy depend on the observer's normative and theoretical perspectives. Those who understand democracy primarily in terms of popular choice and control in public affairs will probably see parties as continuing to play a central role, while those who place greater store by the more demanding criteria of optimizing interests and instilling civic orientations among citizens are far more likely to be fundamentally critical. After an introductory chapter the book has 13 chapters devoted to case studies of political parties in different countries/regions (Britain, Italy, Germany, France, the Low Countries (Belgium and the Netherlands), Scandinavia (Finland, Denmark, Norway, Sweden), Ireland, Spain, Europe (parties at the European level), the United States, Canada, Australia, and New Zealand; these are followed by a concluding chapter.Less

This chapter therefore focuses on how trust in politicians has evolved over the last twenty to thirty years in Scandinavia (Denmark, Norway, Iceland, Netherlands, Sweden, and Finland all established, parliamentary, multi‐party, unitary, welfare state democracies. The analysis starts at the bottom level—trust in politicians—since that is where the greatest change over time might be expected, and where there is access to some of the longest measured time‐series in the Scandinavian countries. Subsequent sections of the chapter analyse support for Swedish political institutions (parties, elections, the Rikstag, and the Cabinet), and democratic processes too. Since the retirement of President Kekkonen in 1981, a process of piecemeal constitutional reform has strengthened the core concept of parliamentary government at the expense of the old quasi‐monarchical elements in the Finnish political system; this modernization process has been propelled by a concern to avoid the possibility of a recurrence of the ‘enlightened despotism’ of the Kekkonen era, and has been aided by the collapse of the Soviet Union. Recent constitutional changes have also enhanced the involvement of the prime minister and government in the performance of the federative (foreign policy) function; above all, the institutional adaptation required by membership of the EU has emphasized the bicephalous character of the Finnish political executive in a way reminiscent of interwar practice. Political factors, notably the ability of the party system to deliver stable majority coalitions, have worked in the same direction, and indeed arguments have been made in favour of the abolition of the whole institution of the presidency. With parliament having recently accepted the main findings of the Nikula Committee's report and restricted the president's involvement in the process of coalition‐building, as well as vesting the government with powers jointly to manage foreign policy, it is clear that Finland is en route to becoming an orthodox parliamentary democracy: the head of state has lost his exclusive charge of the federative function; his involvement in the legislative process is limited and exceptional; and even his executive powers—particularly his powers of appointment—have been restricted in recent years. With parliament having recently accepted the main findings of the Nikula Committee's report and restricted the president's involvement in the process of coalition‐building, as well as vesting the government with powers jointly to manage foreign policy, it is clear that Finland is en route to becoming an orthodox parliamentary democracy: the head of state has lost his exclusive charge of the federative function; his involvement in the legislative process is limited and exceptional; and even his executive powers—particularly his powers of appointment—have been restricted in recent years. Scandinavian party systems have often been seen as ‘ultra stable’, a view that was certainly justified between 1945 and the early 1970; however, the general election of 1973 in Denmark signalled a new era of instability as the three major parties saw their aggregate share of the vote slashed; soon similar developments became visible in Norway, to some extent in Finland, and (a little later) in Sweden. The main political actors in the Scandinavian democracies are organized around conflicts between labour and capital, and between the rural peripheries and urban centres; the five party families of the classic Scandinavian model (social democracy, conservatism, liberalism, agrarian ‘centrism’, and communism) are deeply anchored in these social bases, with class especially having been a more important determinant of party loyalty than in other west European democracies; in particular, the mutual tolerance and moderation that parties typically accord each other in consensus democracies has resulted in the creation of an extensive and well‐known mixed welfare economy. However, the classic five‐party model no longer provides a comprehensive account of party politics in Scandinavia: since the early 1970s a variety of other parties, old and new, have emerged, and this has led to doubt as to whether the Scandinavian party systems remain distinctive, although they may still be located in the category of moderate pluralism. The increasing fragmentation of parliaments has also affected governments in different ways in the four countries. The introduction discusses these changes; the next three sections cover the same topics as those in the other country case studies in the book, and examine (the erosion of) party legitimacy, party organizational strength (finance, members), and the systemic functionality of political parties (in governance, political recruitment, interest articulation and aggregation, political participation, and political communication).Less

The first section looks at the dominant status that America had achieved in Europe by 1950, and at Europe's centrality to American–European cooperation—the shared assumption that Europe was the area of the world that mattered most, and that the struggle between East and West was primarily a struggle over Europe. The second section discusses the (North) Atlantic community in terms of balance of power (notably the threat of Soviet communism), the domestic threat from communists and other anti‐democratic groups, and from Germany, and the third discusses European integration in relation to this Atlantic framework. The fourth and fifth sections examine the motives for America's support of European integration, and the European economic challenge to the Atlantic framework. The sixth section analyses the development of the ‘special relationships’ formed between the US and various European countries, notably Britain, but also West Germany, Norway, Switzerland, Austria, Ireland, Sweden, Finland, and Yugoslavia. This chapter examines public opinion regarding European Community integration in the five small but comparatively prosperous countries in the European Free Trade Association (EFTA). The evidence reveals a split. On the one hand, there is the positive endorsement expressed in Austria, Finland and Sweden; on the other, there is the negative assessment expressed in Norway and Switzerland. This ambivalence confirms that the impact of centre‐periphery location is complex. Moreover, as the Norwegian and Swiss cases indicate, the centre‐periphery cleavage within countries is as relevant as that between countries to an understanding of support for internationalized governance.Less

Utilizing a framework based on three gender policy regimes, this chapter analyses the inscription of gender relations in the social provision of Denmark, Finland, Norway, and Sweden. In contrast to the mainstream literature that emphasizes the similarities between Swedish and Norwegian social policies and that the two countries are the closest approximation of the social democratic welfare regime, policy differences stand out when gender is considered. The next part of the analysis seeks to explain the differences in terms of variations in women's movement strategies, party constellations, and policy legacies. The concluding sections discuss the features of the social democratic welfare regime that undercut gender inequalities and the emergence of a common gender policy regime.Less

In historical perspective, the history of Finland's political class is one of gradual growth. Parliamentary salaries and public party financing were established before 1967, thus laying the foundations for an increasing professionalization – qualitatively and quantitatively. It is now possible to distinguish an inner core of professional politicians, consisting of about 1,000 elected politicians, their assistants, party functionaries, and journalists, and a much more sizable outer fringe. Thus, despite an unfavourable preferential voting system, improving the individual candidates standing vis-\'e0-vis the party, a Finnish political class acting for itself has been firmly established – at the cost of a deepening chasm between this political class and its constituency.Less

In recent years, across Europe, North America and the Antipodes, a significant number of countries, states and regions have devised strategies that aim to end long-term homelessness and the need to sleep rough. Long considered an intractable or ‘wicked’ social problem, the notion that homelessness could be ended represents a significant sea change in conceptualising and responding to homelessness. A key driver for states, regions and municipalities to devise plans to end homelessness, and an optimism that this policy objective can be achieved, is that there is an increasing research evidence base on what works to end homelessness. This increasingly sophisticated research evidence covers both the prevention of homelessness in the first instance and the support mechanisms that can ensure sustainable exits and stable, secure accommodation for people who have experienced homelessness. This book explores these issues through a detailed comparison of the experiences of Denmark, Finland and Ireland over the past decade. From 2008 to the end of 2018, the numbers living rough and in temporary and emergency accommodation showed a decline of 72 per cent in Finland, while the number of households in emergency accommodation increased by 300 per cent in Ireland; in Denmark, the number of adults in emergency accommodation increased by 12 per cent over the shorter time period of 2009–17. The purpose of this book is to offer explanations for stark variations in these outcomes despite similar starting points.Less
