A longitudinal design is used to identify the key changes that occurred in the Local Programme Sites (LPSs), based on data provided by both the internal and external evaluations, are described based on three cycles of change evaluated over a three year period. The sites are divided according to the extent to which they were able to implement the YEPP key principles into those that were well implemented, those partly implemented and a ‘newcomer’ – a site that joined YEPP later in the process. Each of the three cycles is analysed according to its goals, the means for achieving the goals and the results; all put into a common context providing a background to the LPS, the precursors of YEPP, the motivation for YEPP, YEPP's organisational structure, the main changes occurring. The principal outcomes for youth empowerment, community empowerment, partnerships within and across the public, private and independent sectors, transnational cooperation, sustainability and policy impact are discussed for each LPS.Less
