This chapter presents an analysis of how the recession will affect financial viability, and particularly the community leadership role of councils. It examines options for the role of local authorities, such as the service emphasis or community leadership options. The chapter also teases out the debate on public services and the public sector further. It outlines a conceptual framework that facilitates an understanding of how councils might respond in this time of change. The chapter seeks to illustrate how many local authorities might employ the potentials embedded in their governance role to mitigate some of the worst impacts of the recession.Less
