This chapter discusses the main issues that have structured the agricultural-policy agenda in Great Britain since 1997. It examines the Labour government's approach to agricultural-policy reform, particularly its engagement with Common Agricultural Policy (CAP) reform and agricultural trade liberalization, and its response to the challenges of animal disease such as bovine spongiform encephalopathy (BSE) and avian influenza. The chapter suggests that while Labour has made substantial progress on major long-term policy objectives, these have been overshadowed by failures in policy implementation.Less
