This chapter deals with the methodology of the hypothetical lifetimes that is employed in profiling the changing policy systems of 1979, 1997 and 2008 and how differences in assumptions about the behaviour of individuals and families between 1979 and 2008 can be assessed. Additionally, the issue of inflation and the uprating of tax and benefits and the methodology are discussed. The strengths of the hypothetical lifetime profiles are that they can capture illustrative profiles of large sections of policy and are thus suited to looking at overviews of policy or large-scale structural changes such as those that have occurred since 1979. Lifetime Opportunities and Incentives Simulation (LOIS) is a computer simulation programme that uses Microsoft Excel spreadsheet workbooks. The use of arithmetic fractions and multipliers of mean gross earnings shows the evolving differences in original and disposable income between the three families in 1979, 1997 and 2008.Less
