This chapter discusses the importance of land in China’s social, economic, and environmental development and its role in the many socioeconomic expectations that are seen to be the root causes of or associated with many prominent issues and challenges. The chapter addresses the following questions of what makes land distinctive and what roles it plays in national policy before summarizing the major issues and challenges, which are how best to (i) (re)-define public interests to justify land acquisition; (ii) balance the property rights protection and public interests in land; (iii) deal with the multiple and often conflicting development objectives attached to land; and (iv) address the risks arising from land-based public financing.Less
