The expansion of the fishing industry in the last century has raised concerns over the long-term viability of many fish species. International fisheries have failed to prevent the overfishing of many stocks but have succeeded in curtailing harvests for some key fisheries. This book develops a theoretical approach, the vulnerability response framework, which can increase the understanding of the countries’ positions on the management of international fisheries based on linkages between domestic vulnerabilities and national policy positions. Vulnerability, mainly economic in this context, acts as an indicator for domestic susceptibility to the increasing competition associated with open access and related stock declines. Because of this relationship, it can also be used to trace the trajectory of the countries’ positions on fishery management as they seek political alternatives to economic problems. The author tests this framework by using it to predict national positions for eight cases drawn from the International Commission for the Conservation of Atlantic Tunas (ICCAT). These studies reveal that there is considerable variance in the management measures which ICCAT has adopted—both among different species and in dealing with the same species over time—much of which can be traced to vulnerability response behavior. Little attention has been paid to the ways in which international regimes change over time. The book’s approach illuminates the pressures for change that are generated by economic competition and overexploitation in Atlantic fisheries, and also identifies patterns of adaptive governance, as national responses to such pressures culminate in patterns of change in international management.Less

interpretations on the meaning and application of tipping points. Its contribution focuses on the
various characterisations and metaphors of tipping points, on the scope for anticipating their
onset, the capacity for societal resilience in the face of their impending arrival, and for better
ways of communicating and preparing societies, economies, and governments for accommodating them,
and hence to turn them into responses which buffer and better human well-being. Above all, the
possibility of preparing society for creative and benign ‘tips’ is a unifying theme. The conclusion
is sombre but not without hope. Thresholds of profound change can combine earth system-based
relatively abrupt shifts with human-caused alterations of these disturbed patterns which, coupled
together, produce more rapid onsets and greater tensions and stresses for governments and economies,
as well as socially unequal societies. There is still time to predict and address these thresholds
but too much delay will make the task of accommodation very difficult to achieve with relevant-scale
community support. There are many examples of adaptive resilience throughout the world. These should
be identified, supported, and emulated according to cultural acceptance and emerging economic
realities. But there is no guarantee that the necessary adjustments can be made in time, as emerging

Engaging the work of Bataille, Arendt, Levinas, Nancy, and Agamben, among others, the book reconnects the political critique of sovereign power with ecological considerations, arguing that ethical and political responsibilities for the consequences of our actions do not end with those defined as human. The book turns Agamben’s analysis of sovereignty and biopolitics toward an investigation of ecological concerns. In doing so, it exposes limits to that thought, maintaining that the increasingly widespread biopolitical management of human populations has an unrecognized ecological analogue—reducing nature to a “resource” for human projects. Every society expresses its fundamental values and hopes in the ways it inhabits its landscapes. In this exploration, this book raises difficult questions about America's core values while illuminating the social origins of urban sprawl, dwindling wildlife habitats, and over-engineered rivers. These and other land-use crises, it contends, arise mostly because of cultural attitudes that made sense on the American frontier but now threaten the land's ecological fabric. To support and sustain healthy communities, profound adjustments will be required. The research carried out for this book lead down some unusual paths. The book probes Charles Frazier's novel Cold Mountain for insights on the healing power of nature and tests the wisdom in Wendell Berry's fiction. It challenges journalists writing about environmental issues to get beyond well-worn rhetoric and explain the true choices that Americans face. In an imaginary job advertisement, the book issues a call for a national environmental leader, identifying the skills and knowledge required, taking note of cultural obstacles, and looking critically at supposed allies. Examining recent federal elections, the book largely blames the conservation cause and its inattention to cultural issues for the diminished status of the environment as a decisive issue. This book advances a new distributional framework to guide the evaluation and design of environmental policies. Drawing on capabilities theory, and especially on Martha Nussbaum’s capabilities approach to justice, the book proposes that environmental policies should aim to secure the basic capabilities that make it possible for people to live a flourishing and dignified human life. Holland establishes the protection of the natural environment as central to securing these capabilities and then goes on to consider the implications for debates in environmental valuation, policy justification, and administrative rulemaking. In each of these areas, she demonstrates how her “capabilities approach to social and environmental justice” can minimize substantive and procedural inequities that result from how we evaluate and design environmental policies in contemporary society. Holland’s proposals include valuing environmental goods and services as comparable—but not commensurable—across the same dimension of wellbeing of different people, justifying environmental policies with respect to both the capability thresholds they secure and the capability ceilings they establish, and subjecting the outcomes of participatory decisions in the administrative rulemaking process to stronger substantive standards. In developing and applying this unique approach to justice, Holland primarily focuses on questions of domestic environmental policy. The Fifth Assessment Report of the IPCC is now out and it contains a detailed analysis of the threats climate change poses to human security. IPCC chairman Rajendra Pachauri put the matter succinctly in stating recently that the new report shows how our persistent inaction on climate change presents a grave threat to ‘the very social stability of human systems’. Williston’s book is an attempt to make philosophical sense of this. We are now in ‘the human age’—the Anthropocene—but he argues that this is no mere geological marker. It is instead best viewed as the latest permutation of an already existing moral and political project rooted in Enlightenment values. Williston shows that it can be fruitful to do climate ethics with this focus because in so many aspects of our culture we already endorse Enlightenment principles about progress, equality, and the value of knowledge. But these principles must be robustly instantiated in the dispositions of moral agents, and so we require a climate ethics focused on the virtues of justice, truthfulness, and rational hope. One of the book’s most original claims is that our moral failure on this issue is, in large part, the product of motivated irrationality on the part of the world’s most prosperous people. We are not living up to our commitments to justice and truthfulness because we are, respectively, morally weak and self-deceived. Understanding this provides the basis for the rational hope that we might yet find a way to avoid climate catastrophe.Less

When policies of or activities within one country and generation cause deleterious consequences for those of other nations and later generations, they can constitute serious injustices. Hence, anthropogenic climate change poses not only a global environmental threat, but also one to international and intergenerational justice. The avoidance of such injustice has been recognized as a primary objective of global climate policy, and this book aims to comprehend the nature of this objective–to explore how climate change raises issues of international and intergenerational justice and to consider how the design of a global climate regime might these aims into account. Enlisting conceptual tools from ethics as well as legal and political theory, it treats justice as concerned with equity and responsibility and considers how each is undermined by climate change but might be incorporated into climate policy. Various theoretical problems in applying norms of equity and responsibility across borders, over time, and to nations for their greenhouse emissions are considered, and responses are given to these challenges. Finally, an outline for a global climate policy that adequately incorporates norms of justice is articulated and defended, along with a case for procedural fairness in policy development processes. Demonstrating how political theory can usefully contribute toward better understanding the proper human response to climate change as well as how the climate case offers insights into resolving contemporary controversies within political theory, the book offers a case study in which the application of normative theory to policy allows readers to better understand both.Less

Modern consumers are confronted by a growing array of colorful eco-labels on everything from coffee to computers. Yet, not all of these eco-labels are trustworthy. Despite the existence of well-established best practices for eco-labeling, many labels remain little more than superficial exercises in “greenwash.” How can consumers separate greenwash from genuine attempts to address environmental challenges? Beyond Greenwash? systematically investigates the credibility of transnational eco-labeling in a global and cross-sectoral context. It brings original data, an innovative mixed-method research design, and a unique measure of procedural credibility in transnational governance to bear on one of the most salient questions in contemporary global environmental politics. In doing so, it reaches the important conclusion that the rigor and credibility of transnational governance depends as much on who is being governed as who is doing the governing. Beyond Greenwash? offers practical insights into the viability of eco-labeling as a form of transnational governance and makes a timely contribution to broader debates in political science and international relations about when and how emergent forms of transnational governance can succeed in achieving their stated objectives.Less

Common wisdom holds that the earth’s dwindling natural resources and increasing environmental degradation will inevitably lead to interstate conflict, and possibly even set off “resource wars.” Many scholars and policymakers have considered the environmental roots of violent conflict and instability, but little attention has been paid to the idea that scarcity and degradation may actually play a role in fostering interstate cooperation. This book offers a different perspective on the links between environmental problems and interstate conflict. Although the contributors do not deny that resource scarcity and environmental degradation may become sources of contention, they argue that these conditions also provide the impetus for cooperation, coordination, and negotiation among states. The book examines aspects of environmental conflict and cooperation in detail across a number of natural resources and issues including oil, water, climate change, ocean pollution, and biodiversity conservation. The contributors argue that increasing scarcity and degradation generally induce cooperation across states, but that when conditions worsen (and a problem becomes too costly or a resource becomes too scarce), cooperation becomes more difficult. Similarly, low levels of scarcity may discourage cooperation because problems seem less urgent. Even under the most optimistic scenarios, significant global climate change is now inevitable. Although we cannot tell with certainty how much average global temperatures will rise, we do know that the warming we have experienced to date has already caused significant losses, and that the failure to prepare for the consequences of further warming may prove to be staggering. This book does not dwell on overhyped descriptions of apocalyptic climate scenarios, nor does it travel down well-trodden paths surrounding the politics of reducing carbon emissions. Instead, it starts with two central facts: there will be future climate impacts, and we can make changes now to buffer their effects. While squarely confronting the scale of the risks we face, this pragmatic guide focuses on solutions—some gradual and some more revolutionary—currently being deployed around the globe. Each chapter presents a thematic lesson for decision-makers and engaged citizens to consider, outlining replicable successes and identifying provocative recommendations to strengthen climate resilience. Between discussions of ideas as wide-ranging as managed retreat from coastal hot zones to biological solutions for resurgent climate-related disease threats, the authors draw on their personal experiences to tell behind-the-scenes stories of what it really takes to advance progress on these issues. This book shows why the Golden State has been at the forefront in setting new environmental standards, often leading the rest of the nation. From the establishment of Yosemite, America's first protected wilderness, and the prohibition of dumping gold-mining debris in the nineteenth century to sweeping climate-change legislation in the twenty-first, the book traces California's remarkable environmental policy trajectory. It explains that this pathbreaking role developed because California had more to lose from environmental deterioration and more to gain from preserving its stunning natural geography. For example, the U.S. federal government rejected the Kyoto Protocol and mandatory greenhouse gas (GHG) restrictions, but California developed some of the world's most comprehensive climate change law and regulation; Canada's federal government ratified the Kyoto Protocol, but Canadian GHG emissions increased even faster than those of the United States; and Mexico's state-owned oil company addressed climate change issues in the 1990s, in stark contrast to leading U.S. and Canadian energy firms. This book examines and compares political action for climate change across North America, at levels ranging from continental to municipal, in locations ranging from Mexico to Toronto to Portland, Maine. It investigates new or emerging institutions, policies, and practices in North American climate governance; the roles played by public, private, and civil society actors; the diffusion of policy across different jurisdictions; and the effectiveness of multilevel North American climate change governance. The book finds that although national climate policies vary widely, the complexities and divergences are even greater at the subnational level. Policy initiatives are developed separately in states, provinces, cities, large corporations, NAFTA bodies, universities, non-governmental organizations, and private firms, and this lack of coordination limits the effectiveness of multilevel climate change governance. Current climate change policy is necessary but insufficient. This is because the basic modus operandi – presenting scientific evidence to states for them to take action - misrepresents the complex process of anthropogenic climate change. The ‘anthropo’ bit is neglected in a misconceived supply-side (carbon) interpretation. The key question is, why is there so much demand for this carbon in the first place? This book introduces a demand-side interpretation bringing cities to the fore as central players in both generating climate changes and for finding solutions. Jane Jacobs’ urban analysis is combined with William F. Ruddiman’s historical tracing of greenhouse gases to provide a new understanding and narrative of anthropogenic climate change. The conclusion is that we are locked into a path to terminal consumption, which is accelerating as a consequence of Chinese urban growth, historically unprecedented in its sheer scale. To counter this we need to harness the power of cities in new ways, to steer urban demand away from its current destructive path. This is nothing less than re-inventing the city: not mitigation (the resilient city, necessary but not sufficient), not adaptation (sustainable city, also necessary but not sufficient) but stewardship, a process of dynamic stability creating the posterity city in sync with nature.Less

Ecological citizenship focuses on duties as well as rights, and its conception of political space is not the state or the municipality, or the ideal speech community of cosmopolitanism, but the ‘ecological footprint’.Ecological citizenship contrasts with fiscal incentives as a way of encouraging people to act more sustainably, in the belief that the former is more compatible with the long‐term and deeper shifts of attitude and behaviour that sustainability requires. The book applies a justice framework to analysis of the actual and potential role of international law with respect to people on the move in the context of anthropogenic climate change. That people are affected by the impacts of climate change is no longer doubted, including with implications for the movement of people (migration, displacement, relocation, etc.). The book tackles unique questions concerning international responsibility for people movement arising from the inequities inherent to climate change. Corrective and distributive justice provide the analytical backbone. They are explored in a substantial theoretical chapter and then applied to subsequent contextual analysis. Corrective justice supports analysis as to whether people movement in the climate change context could be conceived or framed as harm, loss, or damage which is compensable under international law, either through fault-centred regimes or no-fault regimes (i.e., insurance). Distributive justice supports analysis as to whether such movement could be conceived or framed as a disproportionate burden, either for those faced with movement or those faced with sheltering people on the move, from which duties of redistribution may stem. The book contributes to the growing scholarship and analysis concerning international law or governance and people movement in response to climate change by investigating the bounds of the law where the phenomenon is viewed as one of (in)justice.Less

Global climate change challenges standard theories of moral accountability. Many of us take it for granted that we ought to cooperate to tackle it, but where does this requirement come from? Climate change does very great harm, to our fellow humans and to the non-human world, but no one causes it on their own and it isn’t the result of intentionally collective action. What, moreover, should each of us be doing in the absence of effective global-level cooperation? Is there anything we can do, as individuals, that will leave us able to live with ourselves? This book responds to these challenges. It makes the moral case for collective action on climate change by appealing to moralized collective self-interest, collective ability to aid, and an expanded understanding of collective responsibility for harm. On top of these, it argues that collective action is something we owe to ourselves, as moral agents, because without it we are left facing marring choices. In the absence of collective action, it is argued that the primary individual duty is to promote such action, with a supplementary duty to aid victims directly. The argument is not that we should not be cutting our own emissions: this can be a necessary part of bringing about collective action or alleviating harm. However, such ‘green’ lifestyle choices cannot be straightforwardly defended as duties in their own right, and they should not take priority over trying to bring about collective change.Less

This book presents a detailed study of the climate strategies of ExxonMobil, Shell and Statoil. Using an analytical approach, the chapters explain variations at three decision-making levels: within the companies themselves, in the national home-bases of the companies and at an international level. The analysis generates policy-relevant knowledge about whether and how corporate resistance to a viable climate policy can be overcome. Can contemporary democratic governments tackle climate crisis? Some say that democracy has to be a central part of a strategy to deal with climate change. Others say that experience shows it not to be up to the challenge in the time frame available—that it will require a stronger hand, even a form of eco-authoritarianism. This work seeks to sort out and assess the competing answers to a question that is not easily resolved. While the book supports the case for environmental democracy, it argues that establishing and sustaining democratic practices will be difficult during the global climate turmoil ahead, especially if confronted with permanent states of emergency. This inquiry undertakes a search for an appropriate political-ecological strategy capable of preserving a measure of democratic governance during hard times. Without ignoring the global dimensions of the crisis, the analysis finds an alternative path in the theory and practices of participatory environmental governance embodied in a growing relocalization movement, and a form of global eco-localism. Although these movements largely operate under the radar of the social sciences, the media, and the political realm generally, such vibrant socio-ecological movements not only speak to the crisis ahead, but are already well established and thriving on the ground, including ecovillages, eco-communes, eco-neighborhoods, and local transition initiatives. With the help of these ideas and projects, the task is to shift the discourse of environmental political theory in ways that can assist those who will face the climate crisis in its full magnitude in real terms.Less

The global governance of climate change is in flux. Conventional strategies of addressing climate change through universal, interstate negotiations—the most prominent of which is the Kyoto Protocol—have been stymied by the gaps that exist between the negotiating powers of states, rendering such initiatives stagnant and ineffectual. In response, a number of new actors and processes have begun to challenge the traditionally exclusive authority of nation-states to create rules and manage environmental problems via multi-national treaties. Dozens of innovative climate response initiatives, or “governance experiments,” have emerged at multiple levels of politics and across multiple jurisdictions: individuals, cities, states/provinces, corporations, and even new multilateral initiatives. This book explains how and why these new governance experiments have emerged, drawing upon a database of such initiatives to ascertain how these initiatives fit together and how they influence what is defined as environmental governance. In assessing the relational impact of these initiatives (whether they complement each other or clash; whether they can be scaled up or down; and whether they can be expanded beyond their current jurisdictional and geographic boundaries), the book provides insight into whether this experimentation is likely to result in an effective response to climate change. Additionally, it draws broader conclusions about how we understand global governance, addressing questions of how we understand authority and what we accept as modes of rule-making in global political spaces.Less

This book explains how and why these new governance experiments have emerged, drawing upon a database of such initiatives to ascertain how these initiatives fit together and how they influence what is defined as environmental governance. In assessing the relational impact of these initiatives (whether they complement each other or clash; whether they can be scaled up or down; and whether they can be expanded beyond their current jurisdictional and geographic boundaries), the book provides insight into whether this experimentation is likely to result in an effective response to climate change. Additionally, it draws broader conclusions about how we understand global governance, addressing questions of how we understand authority and what we accept as modes of rule-making in global political spaces.
