This chapter examines efforts to promote sustainable lifestyles and waste processes in Japan. It first considers the Western origins of the contemporary idea of sustainability before discussing areas of sustainability with which Japan has long been uncooperative (such as whaling) within the context of environmental policy. It then assesses the importance of gaiatsu (outside international pressure) in Japan and its influence on Japanese policymaking. It also takes a look at the business of recycling by focusing on a start-up company and how the state's ambitious waste strategies played out on the ground in Tokyo. Finally, it analyzes the community-level response to Japan's vision of a pragmatic “sustainability” adapted to Japanese needs and with a particular emphasis on utilizing waste to produce energy.
