This chapter examines the way in which the overarching discourse of modernisation of adult care services has masked some of the conflicts inherent in policy developments in 2006, particularly those concerning partnerships and user empowerment. The first part of the chapter concentrates on the proposals set out in Our health, Our care, Our say, the joint health and social care White Paper that followed the social care Green Paper Independence, well-being and choice. The second part concentrates on wider policy developments in 2006 that were of concern to specific groups of users of adult care services, particularly older people, disabled people, and mental health service users.
