This chapter constructs hypotheses that underlie all of the processes involved in policy analysis, irrespective of whether its purpose is explanatory, evaluative, or predicative. It recapitulates the main analytical dimensions previously identified for the definition of the six products of a public policy found in political-administrative and social reality. It presents three possible access points for the formulation of working hypotheses to be tested in the course of an empirical analysis of the explanatory factors behind the six policy products. It makes direct reference to the logic of the analysis model and to the basic elements on which the public policy approach, which is inspired by actor-centered institutionalism, is based. It attempts to describe the six products of a public policy.

Keywords:   policy analysis, public policy, social reality, actor-centered institutionalism
