This chapter discusses five kinds of policy for equality. Firstly, there is equality of treatment. It states that people are treated equally when they are treated on an equal basis — that is, without disadvantage, bias, prejudice or oppression. As for equality of opportunity, its principle implies that social mobility — or movement between social strata — is both possible and desirable. The third category of egalitarian policy is equality of provision. The chapter explains that for provision to be delivered equally, it is necessary to look at the impact of policy overall. The fourth category is basic security. It is considered to be ‘basic’ in the sense that it provides a foundation for the development of individuals. Equality of outcome, on the other hand, is considered to be the most extreme and controversial approach to equality because it is about equality in terms of the removal of disadvantage.
