This chapter examines local participation in housing-estate-regeneration initiatives in Spain and The Netherlands. The analysis of forms of local participation on large housing estates in these two countries also highlights certain differentiations between a mature, long-established democratic system and a new one. The chapter provides an overview of what is taking place in Europe with respect to local participation and concludes that neighbourhood characteristics account better for the level of participation than national differences do.
