This chapter discusses the three different housing allowance systems in Sweden: one for households with children, one for young households and one for pensioners. The first section presents a short summary of the main developments in the respective systems. The second part discusses the present housing allowance in its wider context. The third section discusses the role and design of housing allowances. Next there is a discussion on the impact of housing allowances, followed by a section dealing with policy debates and reform. In the last part conclusions are drawn from the discussion.
