In Britain, the residential scandals of the last ten years, or indeed of the last 150, have provided windows onto the relatively closed world of the child in public care, sometimes, no doubt, on their own merit but often it would seem as part of other agendas, already in train. This chapter examines the Report of the Staffordshire Child Care Inquiry, published on May 30, 1991 under the title The Pindown experience and the protection of children. The term ‘pindown’ was used to describe practice in a number of children's homes in Staffordshire between April 1983 and October 1989. The Report addressed national events, local characteristics of Staffordshire and its social-services department, county-council financial policies, social-services reorganisation, and the career of Tony Latham. The chapter discusses the practice of pindown, the activities of Fundwell, the general context of policy and practice in the field of child protection as it had developed in the twenty-five years since Colwell, the explosion of Public Inquiries, and the beginnings of the scandal.
