This chapter addresses the question: Do the organisations that use and promote community development in different parts of Europe have a common understanding of what the term means, particularly in relation to social exclusion? CEBSD considered that it was essential to discuss this question because of the need to ensure that the people are working on a European issue that is genuinely shared: action at a local level has to relate to a coherent European understanding of community development. The chapter also describes the Budapest Declaration which provides a framework for community development internationally.
