This book aims to clarify the concepts and principles that are used by both policy makers and practitioners when they seek to work with neighbourhood groups and communities of interest. It sets out to communicate key messages about how neighbourhoods, communities and networks mobilise and organise around the issue of social exclusion. This chapter explains how many of the ideas and ‘good practice’ lessons come from work undertaken jointly by groups of people in several European countries. It also specifies the book's objectives.

Keywords:   neighbourhood groups, social exclusion, European countries, community development, European policy makers
