This chapter explains the process of dynamic change that appears to characterise the new knowledge-based economy. It seeks to develop an electric conceptual model of innovation and transformation, distinguishing four stages in the process of innovation. It notes that these four stages are useful for analytical purposes — they also, however, suggest various elements in the innovation process that may need to be benchmarked and different points at which policy makers might intervene.
