This chapter examines the impact of New Labour's restructuring of drug services, paying special attention to the effects of the three factors cited in voluntary sector, outreach-type agencies. It reviews the growth of the drug–crime link, audit, and best value under New Labour. It examines the changes to drug services. It considers the nature of outreach work, highlighting the inherent problems such work has in terms of management, audit, and closeness to the criminal justice system. It discusses some empirical research and concludes with a discussion of the findings and their implication for policy and service provision.
