This chapter looks at the merits of the proposed Disability Bill (now the Disability Discrimination Act, 2005). It bases its merits on an evaluation of the likely effectiveness of proactive legislation that aims to encourage employers to adopt a workforce plan for disability through substantial employment monitoring and action planning. The chapter notes the difficulties of adopting the social model of disability for employment-monitoring purposes.
