This chapter looks at the practices and their effects. The first section is on markets, before moving on to a discussion on ‘non-market’ housing. The chapter then considers social renting and some competing or complementary concerns of contemporary policy. The discussion briefly mentions ‘private’ housing markets and social rented housing. The chapter ends by considering how the structural process penetrates into everyday housing activity, how processes of relative incorporation and exclusion may mean boundaries being managed or developed around difference, and how there has been scope for challenge under the banners of citizenship rights and empowerment. It also bears in mind the forces of institutions and ideas and the specific manifestations of human agency.
