This chapter addresses the policy debate over air travel in Great Britain. It examines the trends in British air travel since 1998, focusing on the issues of airport capacity and the step changes brought about by low-cost carriers (LCCs). The chapter discusses the current policy context introduced by the 2003 White Paper The Future of Air Transport, which is essentially concerned with a tripartite interweaving of national and regional responses, mediated through the wider context of European Union (EU) policy. It also addresses the contested interconnections between air transport's role in sustaining economic development and the costs of its rapidly growing environmental externalities.
