This chapter argues that the difficulty some women face in accessing employment opportunities has been poorly understood by those designing and implementing employment policies. The ideas about more workable policies, capable of improving women's access to the labour market, are also developed, which addresses economic disadvantage and labour-market inequality in the longer term. The chapter then examines ‘access-to-employment’ issues for women living in England's poorer communities by exploring the scale of the problem, the types of women for whom access is most difficult, and the constraints they face, from both an individual and a wider labour-market perspective. Qualifications, ethnicity, and health are important in shaping women's relationships with the labour market. The evidence also shows the significance of locality in understanding women's access to the labour market.
